Project Description:
 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for an Air State Facility Permit for an existing permitted manufacturing facility of wooden furniture, particularly wooden chairs. The furniture is constructed of kiln dried wood and the operation includes cutting, glueing, shaping, assembling, surface coating, packaging, and shipping of finished products. This state facility permit is for the entire existing facility and it includes the construction of two new emissions points, one which will increase exhaust ventilation of an existing spraybooth and one which will exhaust to a new MAC baghouse for wood working operations. In 1997, a Department Permit limited the applicant's actual volatile organic compounds (VOC) emissions below 50 tons per year (TPY), total hazardous air pollutants (HAPs) below 25 TPY, and each individual HAP below 10 TPY to avoid the requirements of Title V permitting, 6 NYCRR 201-6. The surface coating VOC RACT (reasonably available control technology) requirements of 6 NYCRR 228, are avoided with the same limit on VOC emissions. The emission limit on total HAPs and individual HAPs, also allows the applicant to avoid the requirements of the Wood Furniture Manufactures National Emission Standards for Hazardous Air Pollutants (NESHAP), 40 CFR 63 subpart JJ. The Application and Draft Permit are available for review at the Region 9 Office of the New York State Department of Environmental Conservation.

Project Description:
 The applicant proposes to construct Phase IV of Golden Pond Estates, a manufactured home park, located on the south side of Route 5 about 1,800 feet west of Crittenden Road. In order to gain access to the rear of the property, a road will be constructed through a Class II freshwater wetland (CR-6) and its adjacent area. A retention pond with varying depths will be constructed as mitigation for the disturbance and loss of wetland habitat.
