Project Description:
This notice is a correction to the original NOTICE published in the ENB dated April 19, 2000. The end of the comment period is noted as June 19, 2000. The official end of the comment period is May 19, 2000. The Department has received a new application and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit at the facility located at the above referenced address which repair aircraft to original factory specifications and paint spraying of the airplanes for Emission Units 1-COAT1 and 2-COAT2. In addition Emission Unit 3-COMP1 is used for fiberglass repairs. This permit includes Federally enforceable conditions to limit Particulates and individual Hazardous Air Pollutants to less than 10 tons each and total Hazardous Air Pollutants to less than 25 tons per year, total Volatile Organic Compounds to less than 50 tons per year. Also place a cap on the use of aircraft primer paint R9011 made by U.S. Paint to 750/1500 gallons per year and primer paint R3211 made by U.S. Paint to 250/500 gallons per year of emissions of Strontium Chromate for Emission Units 1-COAT1 and 2-COAT2 respectively. All of the "cap" emissions are in 6 NYCRR Parts 201, 212, 226 and 228. The draft Permit with conditions is available for review in the Region 6 NYSDEC Office in Watertown, NY.

Project Description:
This is an amended Notice of Complete Application. This project was incorrectly noted in the April 26, 2000 ENB under DEC ID #6-4050-00071/00001. The applicant proposes to construct an access road and install utilities between the Authority's heavy industrial park located south of NYS Rte. 37 to the Authority's heavy industrial park location north of Wagner Road approximately 1 mile east of the Corporate Boundary of the City of Ogdensburg. The roadway would be approximately 4500' in length and 36' in width. The roadway and sewer and water utilities and apurtenances would cross a portion of Regulated Freshwater Wetland OE-7 a 328 acre Class II mixed covertype wetland associated with Tibbits Creek, impacting approximately 0.40 acres. Twin precast concrete culverts with openings 9' high x 15' wide will accomodate the stream portion of Tibbits Creek. Wetland impacts will be mitigated.
