Project Description:
 The Village of Kiryas Joel has applied for a Freshwater Wetlands permit to construct two test wells in the adjacent area of the DEC regulated freshwater wetland identified as MO-14 (Class II). The Village would limit wetland disturbances to a narrow access corridor for the drilling rig and would use silt fencing and other methods around the wellhead to contain any rock or muck brought up during the drilling. If the wells are productive, water mains will be installed from the wells back through the wetland adjacent area to the well-house. The project is located on a 69-acre parcel owned by the Village (known as the Brenner Property) which contains Mountain Lake, and is between Industrial Road and the former Erie Lackawanna rail line, in the Town of Monroe, Orange County, New York.

Project Description:
 The applicant proposes to dredge a private pond and repair a bridge wingwall within the bed and banks of Peekskill Hollow Creek ((DEC Water Index No. H-55; Class C(T)). The project site is located on the east side of Peekskill Hollow Road, about 0.7 mile north of the intersection with the Taconic State Parkway. An area 80 feet by 75 feet will be dredged to a maximum depth of 6 feet in order to remove about 1,000 cubic yards of material deposited by floodwaters of Hurricane Floyd. In addition, in-kind repairs will be made to a 20-foot section of the existing bridge wingwall by re-setting stones dislodged by the storm.

Project Description:
 The Bowline Point Generating Station consists of the following non-exempt sources of air emissions: a 5,546 mmBTU/hr tangentially-fired boiler (Boiler No. 1), a 5,374 mmBTU/hr opposed wall-fired boiler (Boiler No.2) and a 136 mmBTU/hr boiler (Boiler No. 3). Boilers No. 1 and No. 2 each fire natural gas or No. 6 fuel (combined with limited quantities of on-site generated waste oil). Both boilers generate steam for electric production. Boiler No. 3 is used during start-up of the power generation boilers and provides heat and steam to the on-site tank farm. Boiler No.3 fires natural gas and propane as fuel. The Standard Industrial Classification Code representative of this facility is 4911- Electric Services. The Bowline Point Generating Station boilers No. 1 and No. 2 are affected units subject to the Acid Rain Program under Title IV of the Clean Air Act. The facility is also subject to NOx RACT requirements under 6NYCRR Part 227-2. Boilers No. 1 and No. 2 are included in the NOx system wide averaging employed by Southern Company, Inc. The Bowline Point Generating Station is located in the Village of West Haverstraw, Rockland County, New York. The facilities potential air emissions for particulate matter, sulfur dioxide, carbon monoxide, nitrogen oxides and combination of hazardous air pollutants exceed the major source pollutant thresholds listed in 6 NYCRR Subpart 201-6. Therefore, the facility is subject to the provisions of Title V.

 The Department has made a tentative determination to approve this application for a SPDES permit to discharge a maximum volume of 20,000 gallons per day (GPD) of storm water runoff from an existing petroleum bulk storage containment area into a grassy area that drains into the Mongaup River (DEC Water Index No. D-10-25; Class B(T)). The facility will also be permitted to discharge no more than 100,000 GPD of hydrostatic test water from the tanks during mandatory leak detection testing performed once about every five years. The permittee will be required to maintain records and report data to verify compliance with the SPDES permit conditions and discharge limits. A draft SPDES permit is available for review at the NYSDEC Region 3 office.
