Project Description:
Air State Facility application for existing machine tool production operations at the Hardinge Inc - Horseheads Facility, located at 1 Hardinge Drive in the Town of Horseheads, Chemung County. Hardinge proposes to restrict the facility's potential to emit volatile organic compounds (VOC), individual hazardous air pollutants (HAP), and total HAP, to remain below the thresholds of 6 NYCRR Part 201-6 (Title V) for Major Stationary Sources of 50, 10, and 25 tons per year respectively. To restrict emissions, Hardinge has agreed to Special Permit Conditions which will limit coating and solvent use. To verify that the facility is in compliance with these conditions, Hardinge must maintain a log of monthly coating and solvent use at the facility, and calculate monthly and rolling 12 month use totals. Emissions of VOC, individual HAP compounds, and total HAP from the entire facility must also be calculated on a monthly and a rolling 12 month basis, and be part of the log. Annual written certification, that all emission units have been operated in compliance with Special Permit Conditions, must be provided to the Department. All records must be kept on site for a minimum of five years, and be available with all supporting data to Department inspectors upon request. Hardinge has also requested a variance from 6 NYCRR Part 228 Reasonably Available Control Technology (RACT) requirements for control of VOC emissions, to allow use of non-compliant coatings without emission control equipment. The request is based on costs in excess of 3000 per ton of emissions controlled. A maximum of 14.37 tons of uncontrolled emissions from non-compliant coatings will be allowed. The project includes the installation of 13,550 linear feet of 8-inch, 4,000 LF of 10-inch and 16,250 LF of 12-inch water main and appurtenances for service to include the Byron Bergen Central School District, the Gilliam Grant Community Center, and existing and future residents along New York State Route 262 (Ebb Rd.), and Jerico, Swamp, Buffalo, Sauve, and West Bergen Roads. Project Description:
The Department has made a tentative determination to approve this application to modify the SPDES permit for the Central Utilities Plant (CUP) of the University of Rochester (U of R), located at 390 Elmwood Av. in the City of Rochester. The CUP provides heating and cooling to the Strong Memorial Medical Center and the U of R River Campus. The modification includes:1) an increase in flow from 25 MGD to 45 MGD of noncontact cooling water to the Genesee River, 2) a biological (fish) monitoring study and thermal study to verify modeling, 3) a revision to the zebra mussel control program, 4) Best Management Practices, and 5) Discharge Notification Requirements. In addition, the permit has been revised to elimate references to the coal pile and associated leachate collection because the coal pile has been removed from the CUP. The former coal pile outfall remains active for discharges of storm water. A draft permit is available for review and comment at the NYSDEC Region 8 Office.

Project Description:
The applicant proposes to attach 15 floating finger docks to an existing floating promenade dock at their property on Canandaigua Lake. The placement of these finger docks will provide dockage for an additional 10 boats, for a total capacity of 30 boats. Project Description:
The Department proposes to issue a State Facility Air Permit for the applicant's facility located at 200 West Shore Blvd. in the village of Newark, Wayne County. The company manufactures industrial filtration components used for various applications. The applicant has agreed to include federally enforceable permit conditions that will limit or "cap" the facility's emissions of Volatile Organic Compounds (VOCs) and Hazardous Air pollutants (HAPs) to 98,000 and 48,000 pounds per year, respectively, based on a 12 month rolling average.By accepting these state and federally enforceable limits, the facility will not be subject to Title V of the Clean Air Act. The applicant has agreed to maintain records that verify facility emissions during any consecutive 12 month period. All required records must be maintained on site for a minimum of 5 years and made available to the Department upon request to verify compliance with permit conditions.
