 This Department has made a tentative determination to approve this application for a new permit of a proposed discharge of 100,000 gallons per day of treated sanitary wastewater into Chaumont River Bay, a Class B waterbody, from a secondary treatment plant with year round disinfection at the applicant's proposed facility located on County Rte. 179 in the Village of Chaumont, Jefferson County. Project Description:
 The Department has received a new application and has drafted, pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit for the operation of an oriented strandboard manufacturing facility. The facility will operate 24 hours/day, 7 days/week and have a production capacity of 480 million square feet per year of 4' x 8' x 3/8" oriented strand board. The facility will be located on a 70.85 acre parcel of land, in the Town of Lisbon, owned by the Ogdensburg Bridge and Port Authority. The Department has prepared a draft pre-construction Air State Facility permit for Chatham Forest Products to construct and operate an oriented strand board plant to be located on Wagner Road in the Town of Lisbon. The applicant has accepted permit conditions which limit emissions of Volatile Organic Compounds (VOC), Oxides of Nitrogen (NOx) Particulate Matter (PM & PM-10), Carbon Monoxide (CO), and Hazardous Air Pollutants (HAP) to less than the major source applicability thresholds for Title V (6NYCRR Part 201-6), New Source Review in Non-attainment Areas and Ozone Transport Regions (6 NYCRR Part 231-2), and this project to determine if it is subject to New York State New Source Review in Non-attainment Areas and Ozone Transport Regions codified at 6 NYCRR Part 231-2. NYSDEC has determined the project is not subject to this regulation. NYSDEC has also reviewed this project to determine if it is subject to Federal Prevention of Significant Deterioration regulations codified at 40 CFR Part 52.21. NYSDEC has determined that this project is not subject to this regulation. The permit conditions will reduce emissions to a level below the significant source project threshold of the above regulations. By accepting these, state and federally enforceable, permit conditions the applicant will not be required to comply with these regulations. The applicant will be required to comply with all other applicable regulations and such limitations are contained in the draft permit. In addition, the applicant has submitted a Freshwater Wetland application for the construction of an access road between the proposed Chatham facility and the Industrial Park property, located on NYS Rte. 37. Wetland OE-7, a 328 acre mixed covertype wetland associated with Tibbets Creek would be crossed, impacting approximately .40 acres. Project Description:
 The applicant proposes to construct a stone roadway approximately 200' long x 12' wide across a portion of regulated Freshwater Wetland HA-16, a 100 acre Class II mixed emergent, shrub and open water wetland associated with Grass Creek. The site is located 1.3 miles northwest of the hamlet of Rossie, north of the South Hammond Road.
