Project Description:
The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility, Riverbay Corporation: Co-OP City Power Plant, located at 98 CO-OP City Boulevard, Bronx, NY 10475.The plant, in operation since 1968, operates three #6 fuel oil and natural gas fired steam boilers. This facility also generates electrical power for in-house needs and can serve as emergency power generator for the entire Co-Op complex. Riverbay Co-Op City is a housing development consisting of more than 15,000 apartments, three shopping centers and eight garages and is heated and cooled by the power plant. Boilers have been retrofitted with dual fuel (gas and #6 fuel oil), low Nox burners designed to meet the NOx emission requirements of 6 NYCRR 227-2.4(a). The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility. In accordance with 6 NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

Project Description:
The department has received an application pursuant to Title 6, Part 360 (Solid Waste Management Facilities) to construct and operate a nonspecific "facility" (under section 360-1.9(b) for the purpose of bringing fill to the site and using it to construct a golf course, park and associated facilities at Ferry Point Park. The site is owned by the City of New York Department of Parks & Recreation (DPR), which selected Ferry Point Partners, LLC to be the licensee to develope, construct, operate, manage and maintain a public recreation facility at Ferry Point Park. The proposed public recreation center would include a waterfront park, community park, and comprehensive golf facility, and banquet facility. The proposed public recreation facility would be developed on the eastern portion of Ferry Point Park, an area of the park that is currently undeveloped except for an organic recycling and composting facility, ballfield and basketball court, informal dirt bike paths, and an informal model airplane area. Portions of the site were used as a municipal sanitary landfill from approximately 1950 to 1963, after which it was closed and covered with soil. The construction of the park areas and golf course will require bringing approximately 1 million cubic yards of fill to the site, to consist of approximately 750,000 cubic yards of uncontaminated construction and demolition debris to form the shaping layer of the golf course and park, and approximately 250,000 cubic yards of soil for cover and topsoil. Fill will be brought to the site over approximately 9 months. The site is located in Community District 10, Block 5583, Lot 100 & Block 5622, Lot 1. The project area is located in the eastern portion of Ferry Point Park, bounded by Bronx Whitestone Bridge to the west, Balcolm, Miles & Emerson avenues to the east, Schley Avenue to the north, and the East River to the south.

The applicant proposes to carry out maintenance repairs in order to stabilize the 29th Street Pier Shed. The work includes installation of 475 linear feet of plastic sheet piling, hydraulically pumping 648 cubic yards of sand slurry to backfill the new bulkhead, installing grout bags and filling of a void landward of a 50 foot section of the pier.To compensate for the filling of 2,375 square feet of Tidal Wetlands littoral zone, the applicant will fund the expansion of 4,750 square feet of salt marsh planting at Drier Offerman Park, Gravesend Bay, Brooklyn. COMBINED NOTICE OF COMPLETE APPLICATION AND EXTENDED COMMENT DEADLINE As co-applicants, the New York City Dept. of Sanitation (DOS) and GSF Energy LLC/Fresh Gas LLC are requesting PSD Air Permit modification and a Solid Waste Permit for the Fresh Kills landfill located along the Arthur Kill waterfront in Richmond County, NY. GSF currently operates a gas processing plant at the Fresh Kills Landfill which processes the raw landfill gas into commercial quality gas for beneficial use. DOS and GSF propose to construct two additional gas processing plants and a process power array to self-generate the electricity needed to operate the plants A gas transmission line is proposed to connect the gas collection systems at four landfill locations to the facility. It is the intent of the applicants to have the facility function as the primary emission control for LFGas from the Fresh Kills Landfill with the existing flares serving as secondary emission control. The continuous use of the flares for emission control will decrease as the capacity of the facility to process gas increases. This project was previously published in the Environmental Notice Bulletin on March 22, 2000, and S.I.Advance 4/14/00. Draft permits are on file in the Fresh Kills public repository at Staten Island Borough Hall, 10 Richmond Terrace, Staten Island.
