DEC Announces Free Pollution Prevention Workshops Designed for Metal Finishers

The New York State Department of Environmental Conservation (DEC) will conduct four free pollution prevention workshops across the state for the metal finishers industry sector, according to Mary Werner, Acting Director of DEC's Pollution Prevention Unit.

These workshops are designed to provide compliance guidance and technical assistance to metal finishers. The workshops, supported by a grant received from the U. S. Environmental Protection Agency, are open to industry representatives, consultants, municipal employees or anyone who would like to benefit from this training.

These workshops are part of DEC's growing emphasis on pollution prevention as the most effective and least expensive way to protect our environment," said Werner. "DEC workshops have been very successful at helping industries increase the efficiency and quality of operations through waste reduction and improved environmental compliance."

Workshop participants will receive the following informational materials prepared by the DEC's Pollution Prevention Unit:

  1. Environmental Compliance and Pollution Prevention Guide for Metal Finishers; and
  2. Environmental Self-Assessment for Metal Finishers.

The half-day workshops will be held at the following locations:

Negative Declaration

Orange County - The Council of the City of Newburgh, as lead agency has determined that the proposed rehabilitation of the Northeast portion of the City Water System will not have a significant adverse environmental impact. The action involves improvements to include the replacement and cleaning of the City water mains, the construction of a Chlorine-Orthoposphate Substation, the repair of the Brandy Avenue Water Storage Tank, the replacement of water meters at user connections, the installation of emergency generators, and booster pumps at the Marne Avenue and Carter Street Pump Stations. The project is located Northeast portion of the City Water System.

Putnam County - The Patterson Town Board, as lead agency has determined that the proposed Local Law #2 of 2000 will not have a significant adverse environmental impact. The action involves an amendment of Section 154-104 of the Patterson Zoning Code whereby all building permits must include an E-911 number.

Putnam County - The Patterson Town Board, as lead agency has determined that the proposed Local Law #1 of 2000 will not have a significant adverse environmental impact. The action involves an amendment to Patterson's Zoning Code Sections 154-21 and 154-83 which will require a special use permit for the construction of an accessory dwelling on a lot 5 acres or larger. The project is located in the Town of Patterson.

Positive Declaration and Public Scoping Meeting

Westchester County - The Village of Sleepy Hollow Planning Board, as lead agency has determined that the proposal by Ominipoint Communications, Inc. to co-locate a Public Utility Wireless Facility on an existing monopole may have a significant adverse impact on the environment and has required an environmental impact statement to be prepared. The planning board has prepared a draft scoping document and will conduct a public DEIS Scoping Session on May 1, 2000 at 8:00 p.m. Written comments will be received by the lead agency up to 14 days after the close of the public scoping session.

The project is a proposal by Omnipoint Communications, Inc to install and operate a co-located Public Utility Wireless Facility upon an existing monopole located within the Phelps Memorial Hospital grounds. The hospital grounds consist of 59.93 acres. The subject property is situated directly on the southbound side of Route 9 and continues to the east 2400 feet. The existing monopole currently support three facilities operated by three separate providers of wireless communication services, equivalent to those provided by Omnipoint. The existing facility compound is approximately 1,839 square feet. Additionally, a fourth provider is located on the water tank adjacent to the existing monopole.

Public Scoping

Westchester County - The Board of Trustees of the Village of Mamaroneck, as lead agency, will conduct a scoping session with regard to the Taylor Point Associates Zone change application to consider a modification to the Marine Recreation District to permit residential housing in accordance with R-10 zoning. The meeting will be held on Monday, May 1, 2000 at 7:00 p.m. in the Courtroom at Village Hall, 169 Mount Pleasant Avenue, Mamaroneck, NY. The project is located at Mamaroneck Beach & Yacht LLC, 555 South Barry Avenue, Mamaroneck, NY.

Notice of Acceptance of Final EIS

Orange County - The Town of Wallkill Planning Board, as lead agency, has accepted a Final EIS on the proposed E. Tetz and Sons Asphalt Plant. The action involves the installation of a hot mix asphalt plant with associated site improvements on Town of Wallkill tax lot 60-1-8.1. The project is located on Crotty Road between Crystal Run Road and Goshen Turnpike, Town of Wallkill.

Orange County - The State Education Department, as lead agency, has accepted a Final EIS on the proposed construction of a New Middle / High School for the Chester Union Free School District, SED Project No. 44-02-01-02-0-009-001. Comments on the Final Environmental Impact Statement will be accepted by the contact person until April 21, 2000. The action involves approximately 117,000 square feet of new construction on existing property. The project is located on Hambletonian Avenue in the Village of Chester.
