Project Description:
 The Department has received an application and prepared a draft Air Pollution Control Permit for a project to modify Emission Unit (EU) U00050 at Eastman Kodak Company's Kodak Park Facility located within the City of Rochester and the Town of Greece in Monroe County. EU U00050 includes air contaminant emission sources associated with the Polyester Recovery Operations at Building 351. This modification involves construction of a new thermal oxidizer/caustic scrubber system to control emissions from Building 351. The new control equipment will satisfy the Maximum Achievable Control Technology (MACT) requirements found at 40 CFR 63, Subpart JJJ Group IV Polymer and Resin manufacturing. Emissions of Organic Compounds and Hydrochloric Acid will be controlled by the new equipment, which will be vented through a new emission point, 351D4. Until the new air pollution control equipment is operational, emissions will be controlled by a hot oil heater, which functions as a thermal oxidizer and vents through emission point 351C8. The draft permit includes restrictions on emissions of Volatile Organic Compounds (VOC) to not exceed 39.9 tons per year (TPY) and restrictions on emissions of Oxides of Nitrogen (NOx) to not exceed 38.9 TPY. These emission restrictions will ensure that this project is not a significant source project subject to both the federal 40 CFR 52.21, Subpart A- Prevention of Significant Deterioration (PSD) and 40 CFR 51, Appendix F (NSR) and the state 6 NYCRR Part 231-2 New Source Review regulations. The application and Draft Permit are available for review at the Region 8 Office of the New York State Department of Environmental Conservation.

Project Description:
 The Department has received an application and has prepared a draft Air Pollution Control Permit for a project to modify Emission Unit (EU) U00054 at Building 329 ( Photographic Web Operations) at Eastman Kodak Company's Kodak Park Facility located within the City of Rochester and the Town of Greece in Monroe County. This modification involves the installation of a new web conveyance system on a coating machine. The permit will restrict the VOC emissions from EU U00054 to 62 TPY in order to establish that this modification will not be subject to the New Source Review requirements found in the federal regulations at 40CFR 52.21 (Prevention of Significant Deterioration -PSD) and the state regulations at 6 NYCRR Part 231-2. The modification includes the establishment of limits on VOC and toxic compound emissions from Emission Point (EP) 329M3, which is included in EU 00054. EP 329M3 is used to vent emissions from equipment cleaning and coating preparations at time when the Regenerative Thermal Oxidizer (RTO ), vented through EP 329L9, and/or the coating and drying operations have been shut down for repair or maintenance. VOC emissions from EP 329M3 are limited to 2.85 TPY of VOC and 5.09 TPY for toxic compounds for compliance with VOC Reasonable Available Control Requirements (RACT) regulations in 6 NYCRR Part 212 and 6 NYCRR Part 212-Table 2 Best Available Control Technology (BACT) regulations, respectively. The application and draft permit are available for review at the Region 8 Office of the New York State Department of Environmental Conservation.

Project Description:
 The Department has made a tentative determination to approve this application to modify the SPDES permit for the Central Utilities Plant (CUP) of the University of Rochester (U of R), located at 390 Elmwood Av. in the City of Rochester. The CUP provides heating and cooling to the Strong Memorial Medical Center and the U of R River Campus. The modification includes:1) an increase in flow from 25 MGD to 45 MGD of noncontact cooling water to the Genesee River, 2) a biological (fish) monitoring study and thermal study to verify modeling, 3) a revision to the zebra mussel control program, 4) Best Management Practices, and 5) Discharge Notification Requirements. In addition, the permit has been revised to elimate references to the coal pile and associated leachate collection because the coal pile has been removed from the CUP. The former coal pile outfall remains active, however, for discharges of storm water only. A draft permit, including sampling and monitoring requirements, is available for review and comment at the NYSDEC Region 8 Office.

Project Description:
 The Town of Albion proposes to create the Albion Water District #5 to take for use therein a supply of water estimated to average 58,000 gallons per day from the Village of Albion's Lake Ontario source via the Town of Barre (water will be purchased from the Town of Barre). The project includes the installation of 65300 linear feet of 8-inch water main and appurtenances to serve 160 existing residential and commercial properties as well as future growth along Holly, Transit, Allen, Phipps, Eagle Harbor, Long Bridge, and East and West County House Road, as well as part of NYS Rt. 31 W. An Article 15 Protection of Waters Permit will be required to cross a protected stream along Eagle Harbor Road just south of W. County House Rd. Draft permits are available for review and comment at the Region 8 Office.

Project Location: Walworth
Project Description:
 The Department has made a tentative determination to approve this application to authorize the Town of Walworth to land spread aerobically digested and stabilized sludge from the Town of Walworth Waste Water Treatment Facility to a 14-acre field owned and farmed by Mr. Stanley Frederes. The proposed land spreading site is located within a larger parcel which fronts on Lewis Road (south of Plank Road) and may also be accessed from Plank Road by a privately owned dirt road. The Town of Walworth sewer district has expanded, therefore, additional land is required to land apply sludge. The Gibbs Farm Site will continue to be used for land application. The project includes the land application of 1.2 to 2.5 dry tons per acre annually which will be incorporated into the soil the same day it is applied, followed by corn, rye or wheat production. The application, engineering report, Negative Declaration, and Town of Walworth 360 Permit (including sampling and monitoring requirements, and potential mitigating measures) are available for review at the NYSDEC Region 8 Office.
