Project Description:
 AIR STATE FACILITY APPLICATION FOR THE EXPANSION OF EXISTING CATHODE RAY TUBE PRODUCTION OPERATIONS AT THE TOSHIBA DISPLAY DEVICES FACILITY, LOCATED AT 100 WESTINGHOUSE CIRCLE IN THE TOWN OF HORSEHEADS, CHEMUNG COUNTY. THE APPLICATION INCLUDES A PROPOSAL TO MAINTAIN RESTRICTIONS ON THE FACILITY'S POTENTIAL TO EMIT OXIDES OF NITROGEN (NOX) TO REMAIN BELOW APPLICABLE THRESHOLDS OF: 6 NYCRR PART 201-6 (TITLE V) FOR MAJOR STATIONARY SOURCES; AND 6 NYCRR PART 227-2 REASONABLY AVAILABLE CONTROL TECHNOLOGY (RACT) FOR NOX. TO RESTRICT EMISSIONS, TOSHIBA HAS AGREED TO SPECIAL PERMIT CONDITIONS TO LIMIT NATURAL GAS USE BY ALL STATIONARY COMBUSTION UNITS AT THE FACILITY, INCLUDING A CHILLER FOR PROCESS WATER, BOILERS, THERMAL AND CATALYTIC OXIDIZERS, AND TUBE PRODUCTION PROCESS BURNERS. TO VERIFY COMPLIANCE, TOSHIBA WILL BE REQUIRED TO MAINTAIN LOGS OF MONTHLY NATURAL GAS USE FOR EACH TYPE OF COMBUSTION UNIT, 12 MONTH ROLLING TOTALS OF NATURAL GAS USE FOR EACH TYPE OF UNIT, AND 12 MONTH ROLLING TOTALS OF CALCULATED EMISSIONS. RECORDS ARE TO BE MAINTAINED ON SITE FOR AT LEAST FIVE YEARS, AND MUST BE MADE AVAILABLE WITH ALL SUPPORTING DATA TO DEPARTMENT INSPECTORS UPON REQUEST. NATURAL GAS USE RESTRICTIONS WILL LIMIT FACILITY NOX EMISSIONS TO BELOW THE PART 201-6 AND PART 227-2 THRESHOLDS OF 100 TONS PER YEAR. THE PERMIT WILL ALLOW THE FACILITY TO EMIT UP TO, BUT NOT EQUAL TO, THE PART 201-6 THRESHOLDS OF 50 TONS PER YEAR OF VOLATILE ORGANIC COMPOUNDS (VOC) AND 25 TONS PER YEAR OF TOTAL HAZARDOUS AIR POLLUTANTS (HAP), IN THIS CASE INCLUDING LEAD, METHYL ETHYL KETONE, AMMONIUM DICHROMATE, TOLUENE, AND HYDROGEN FLUORIDE. Project Description:
 The applicant has proposed to develop and operate an unconsolidated sand & gravel pit. The mine will operate as a traditional surface extraction of the Palmyra gravelly soils which are the predominate soil types on the site. Excavation will be by mechanical equipment standard for these types of mining operations. Processing by portable dry screen may be used as needed to remove oversize material. Final reclamation will restore the site to graded, stabilized and revegetated conditions with a constructed road way for access to the applicants property behind the mining area. The life-of-mine area is 4.54. acres. The mine is located north of the Leigh Valley R.R. line, on the east side of State Rt. 19.
