Project Description:
 The Department of Environmental Conservation (DEC) has received an application to re-issue the following EPA minor Private/Commercial/In- stitutional State Pollutant Discharge Elimination System (P/C/I SPDES) permit. DEC has made a tentative determination to re-issue this permit for a five-year period, maintaining the current effluent limitations and monitoring and reporting requirements. This permit involves the surface discharge of 37,000 gallons per day of treated sanitary waste to an unnamed trib to the Occanum Creek. Additional information including the current permit, renewal applications, and supporting documentation may be obtained from or inspected at the NYSDEC central office in Albany. Project Description:
 The applicant proposes to the permitting of an existing bluestone quarry. The total life of mine area will be 13.6 acres, with 5.95 acres being the maximum amount affected at any one time, on a 1,689 acre parcel of land. Drilling, blasting and mechanical equipment will be used for stone removal. A portable stone crushing plant may be used for the crushing of overburden stone. The project is located on the north side of William Law Road, approximately 1.05 miles from the intersection with Ostrander Road, Town of Windsor, Broome County.

 THE DEPARTMENT HAS MADE A TENTATIVE DECISION TO APPROVE AN APPLICATION FOR AN AIR STATE FACILITY PERMIT FROM BAILLIE LUMBER CO. INC. FOR THEIR FACILITY LOCATED AT SCHOOL STREET, IN SMYRNA, NY 13464. THE FACILITY IS A SAWMILL OPERATION THAT SAWS, PLANES AND KILN DRIES LUMBER. EMISSION SOURCES CONSIST OF A 29.2 MILLION BTU/HR WOOD FIRED BOILER, WITH A MULTIPLE CYCLONE FOR PARTICULATE CONTROL, THAT GENERATES PROCESS STEAM. ALL OTHER EMISSION SOURCES AT THE FACILITY ARE EITHER EXEMPT OR TRIVIAL PER 6 NYCRR PART 201-3. PARTICULATE EMISSIONS AND OPACITY FROM THE WOOD FIRED BOILER ARE REGULATED UNDER 6 NYCRR PART 227-1. BASED ON EPA EMISSION FACTORS, POTENTIAL EMISSIONS OF CARBON MONOXIDE (CO) WILL BE NEAR THE MAJOR THRESHOLD (100 TPY) LIMIT. THEREFORE, AN EMISSION CAP FOR CO HAS BEEN INCLUDED IN THE PERMIT TO KEEP ACTUAL EMISSIONS BELOW THE MAJOR SOURCE THRESHOLD LIMIT. THE PERMITTEE WILL BE REQUIRED TO MAINTAIN RECORDS AND REPORT THIS DATA TO VERIFY COMPLIANCE WITH PERMIT CONDITIONS AND LIMITS.
