Project Description:
 The Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at CNG Transmission/Utica, Higby Road, Frankfort, NY 13340 which is a Compressor Station for natural gas. The facility consists of Emission Units 0-0000A, 0-0000B, 0-0000C, 0-0000D. The emissions associated with the referenced units are Oxides of Nitrogen, Carbon Monoxide, and Volatile Organic Compounds. In accordance with 6 NYCRR Part 621.5(d)(9) and 201-6.4(c), the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. After the public comment period, the USEPA will be provided the proposed permit and will have an additional 45 day period for review. If USEPA does not raise any objection the Department will issue the permit. The application and Draft Title V Facility Permit are available for review in the Region 6 NYS DEC Office in Watertown, NY

Project Description:
 The applicant proposes to replace a 28.5' long concrete bridge with a new 50' long concrete and steel bridge structure over Stony Creek, reconstruct approximately 450' of County Rte. 71 (Penney Road) through the drainage area and remove several log jams from Stony Creek. A portion of regulated Freshwater Wetland A-1 will be impacted by the proposal. The site is located approximately 2000' west of the hamlet of Smithville.

Project Description:
 The applicant proposes to replace a deficient 52' long, 3 sided concrete culvert with a new 122' long 4 sided concrete box culvert and realign approximately 280' of Carter Creek downstream of the bridge to improve stream hydraulics during spring high flows. The site is located 1185' east of the intersection of County Rte. 13 with County Rte. 19 approximately 9 miles north of Hailesboro.
