Project Description:
 The Department has prepared a draft permit for the applicants' proposed new facility at which leather finishing activities will be performed. The leather finishing will be performed on one surface coating line con- sisting of four spray booths and four dryers. Emission from this operation have been identified as Emission Unit F-INISH. Other exempt and trival sources will also occur at this facility. The facility will limit emissions of volatile organic compounds(VOC) and hazardous air pollutants (HAP) in order to cap the facility out of Title V Facility Permit(6NYCRR Part 201-6), VOC RACT (6NYCRR Part 228) and future MACT standards applicable to major sources of air emissions. Emissions from the facility include particulates, sulfur dioxide, oxides of nitrogen, carbon monoxide, VOC's, and HAP's including formaldehyde, phenol, di- ethylene glycol, 2-butoxyethonal and triethylamine. To avoid being classified as a major source Perrone Leather will cap emissions of VOC's to less than 45 tons per year HAP's to less than 24 tons per year and individual HAP's at less than 9 tons per year. The emissions will be calculated on a monthly basis and a 12 month rolling total.The draft permit is available by contacting Stephen Barlow,P.E. of the Region 5 Division of Air Resources staff at the Warrensburg office.

 THE DEPARTMENT HAS DRAFTED A PERMIT PURSUANT TO ARTICLE 19 (AIR POLLUTION CONTROL) OF THE NYS ENVIRONMENTAL CONSERVATION LAW AND TITLE V OF THE FEDERAL CLEAN AIR ACT AMENDMENTS AND HAS MADE A TENTATIVE DETERMINATION TO APPROVE THIS APPLICATION FOR EXISTING EMISSIONS FROM THE APPLICANTS' SARATOGA SPRINGS PRINTING FACILITY. THE FACILITY PRINTS AND ASSEMBLES MAGAZINES, CATALOGS AND INSERTS ON 16 LITHOGRAPHIC PRINTING PRESSES AND ASSOCIATED CATALYTIC OXIDIZERS. THE PAPER TRIM COL- LECTION SYSTEM CONSIST OF A NETWORK OF 9 CYCLONES AND 8 BAGHOUSE FABRIC FILTERS. OTHER EQUIPMENT INCLUDES BOILERS, BULK STORAGE TANKS AND VARIOUS FINISHING EQUIPMENT SUCH AS LABEL PRINTERS AND BINDERS. EMISSIONS OF VOLATILE ORGANIC COMPOUNDS (VOC'S) FROM THE FACILITY EXCEED THE MAJOR SOURCE THRESHOLD IN 6NYCRR SUBPART 201-6, THEREFORE THE FACILITY IS SUB- JECT TO THE PROVISIONS OF TITLE V. THE PRINTING OPERATION (EMISSION UNIT U-PRESS) IS SUBJECT TO THE VOC CONTROL REQUIREMENTS OF 6 NYCRR PART 234. THE FACILITY MEETS PART 234 REQUIREMENTS BY CONTROLLING VOC EMISSIONS FROM THE PRESSES THROUGH CATALYTIC OXIDATION. THE TRIM COLLECTION SYSTEM (EMISSION UNIT U-TRIMS) IS SUBJECT TO THE PARTICULATE CONTROL REQUIRE- MENTS OF 6NYCRR PART 212. THE PERMIT CONTAINS CONDITIONS TO CAP VOC EMIS- SIONS FROM INDIVIDUAL PRESSES TO BELOW THE APPLICABILITY THRESHOLD LISTED IN 6NYCRR SUBPART 231-2. IN ACCORDANCE WITH 6NYCRR PARTS 621-6(D) (9) AND 201-6.4(C) THE ADMINISTRATOR OF THE USEPA HAS THE AUTHORITY TO BAR ISSUANCE OF ANY TITLE V FACILITY PERMIT IF IT IS DETERMINED NOT TO BE IN COMPLIANCE WITH APPLICABLE REQUIREMENTS OF THE CLEAN AIR ACT OR 6NYCRR PART 201. THE DRAFT PERMIT IS AVAILABLE AT THE REGION 5 WARRENS- BURG OFFICE BY CONTACTING KEVIN WOOD OF THE DIVISION OF AIR RESOURCES.
