 The applicant proposes to contruct 9,500 feet of low pressure (less than 125 psi) plastic natural gas production pipeline between its natural gas well #1417 and an existing pipeline adjacent to NYS Route 322 (Pine Street) in the Village of South Dayton. The proposed 20 ft wide Right-of-way in the Town of Leon would extend from the well located 1,300 feet east of Frog Valley Road and 2,900 feet north of Xura Road, north- east to Kysor Road, follow adjacent to the west shoulder of Kysor Road, then cross under the road to along its east shoulder for 435 feet south of the town line, then continue north along the east shoulder of Dredge Road in the Town of Dayton to the existing pipeline at Pine Street. The segment of line along Kysor and Dredge Roads will cross regulated Fresh- water Wetlands # CK-10 and CK-11 and the 100-foot Adjacent Area of KC-9. All ground contours will be restored to preconstruction conditions after the pipe has been buried.

Project Description:
 M.A. Moslow & Bros is a manufacturer of specialty wood products in the Awards and Recognition Industry, including trophy bases/plaques and desk accessories. The facility operates two spray paint booths (Processes 1SB and 2SB) for the application of sand sealer, wood stains and clear coatings which are contained in Emission Unit 1-SCOAT. The facility-wide potential emissions of total hazardous air pollutants (HAPs), individual HAPs and volatile organic compounds (VOCs) may exceed the major source pollutant thresholds listed in 6NYCRR Subpart 201-6 Title V Facility Permits of 25 tpy, 10 tpy and 50 tpy, respectively. To avoid the requirements of Title V specified under 6NYCRR201-6, the Facility submitted an air state facility application limiting the facility-wide emissions of total HAPs, individual HPAs and VOCs to 24 tpy, 9 tpy and 49 tpy, respectively. Moslow is also subject to the requirements of 6NYCRR228.8, Surface Coating Operations, which has an applicability threshold of 50 tpy. By accepting a limit on VOC emissions at 49 tpy, Moslow avoids the control requirements specified in 6NYCRR228.8, Table 2. Moslow also operates two natural gas fired boilers and woodworking processes which are considered exempt and trivial activities in accordance with 6NYCRR201-3.2(c)(1) and 6NYCRR201-3.3 (63), respectively. The Department has prepared a draft air state facility permit which is available for review at the Region 9 office in Buffalo, New York.
