Project Description:
 The applicant proposes to construct a 63 lot residential development to be known as Pinnacle Properties located on Fox Farm Road in the Town of Schuyler Falls. The development will be served by a community waste- water collection and treatment system. An application for a State Pollutant Discharge Elimination System (SPDES) permit has been reviewed for the discharge from this treatment system. Construction of two outfall sewers and the discharge of treated effluent to state regulated wetland requires a Freshwater Wetlands permit for these activities within FW wetland MV-25 and its 100 foot adjacent area. A Section 401 Water Quality Certification has also been applied for in order to obtain a USACOE permit for disturbance to a federally regulated wetland in order to construct the access road for the development. The Department has made a tentative determination to approve the application for a new SPDES permit for two proposed discharge points. Both discharges will be from septic tank/sand filter wastewater treatment systems that also provide phosphorous removal and disinfection of the effluent. Outfall #1 will discharge 5,760 gallons per day (gpd) of treated sanitary wastewater into a Class D drainageway leading to the Little Salmon River which is a Class C(t) waterbody. Outfall #2 will discharge 14,680 gpd into another Class D drainageway that is tributary to the Little Salmon River. Project Description:
 The Department has made a tentative determination to approve this application for a new permit for an existing discharge of a total of 23,100 gallons per day of treated sanitary wastewater from a total of 11 jurisdictional septic tank/seepage pit subsurface disposal systems serv- ing the Macomb Reservation State Park facility in the Town of Schuyler Falls. All discharges are to groundwater and result from existing wastewater treatment systems. The application and draft permit (SPDES #NY-0255921) are available for review by making an appointment with the contact person.

Project Description:
 The Department has received a complete application from Quad/Graphics Inc. for a permit to construct and operate a new offset lithographic printing press at their facility located on Duplainville Rd. in Saratoga Springs. The press will exhaust through a new emission point(EP 00018). The Department has placed federally enforceable conditions on this permit to limit VOC emissions below the applicability threshold for 6 NYCRR Part 231 New Source Review in Nonattainment Areas. These conditions require 95% control in the press dryer exhaust, to be accomplished through catalytic oxidation. The facility will berequired to maintain records and data to verify compliance with permit conditions and limits. The application and draft permit are available for review at the Region 5 Warrensburg office by contacting Kevin Wood of the Division of Air Resources.
