Project Description:
 The Department has received an application for a Title V facility permit for existing air pollution control discharges at the Tennessee Gas Pipeline (TGP) Natural Gas Compressor Station 254, located at 5035 Route 66 Nassau, New York, in the Town of Chatham, Columbia County. TGP is required to obtain a Title V facility permit as specified in Title 6 NYCRR Part 201-6 due to potential emissions of Carbon Monoxide (CO) and Nitrogen Oxide (NOx) greater than 100 tons per year. This facility consists of one natural gas fired combustion turbine retrofitted with Solonex technology to reduce emissions and six compressor engines. All other sources are considered exempt and trivial. TGP will be required to conduct monitoring, record keeping, and source testing to demonstrate compliance with all State and Federal regulations. This application is available for review at the NYSDEC Region 4 Office, located at 1150 North Westcott Road, Schenectady, NY. Comments will be received for 30 days from the date of this notice. USEPA has 45 days to review and comment. After that date, the Department may issue the proposed Title V permit is the USEPA has raised no objection.

Project Description:
 The applicant proposes to repair an existing bridge, place fill in an eroded cavity of the stream bed, and stabilize approximately 300 feet of stream bank of the Manorkill. The damaged bridge decking and fallen abutment will be removed and replaced with new. The eroded cavity will be filled with stone from an upland source. Stabilization will consist of heavy rip rap and willow plantings. Project is located off SR 990V, just west of the hamlet of Conesville.
