Project Description:
The applicant proposes to modify Freshwater Wetland CO-2, including the creation of 2-3 acres of open water with level ditches and shallow water bermed areas within the solidly vegetated portions of the wetland and its adjacent area. Nesting and loafing areas will be created and seeded with appropriate seasonal grasses. Wetland modifications will provide an interspersion of wetland cover types and will significantly enhance wildlife benefits and diversity. This wetland enhancement project is sponsored by the USDA NRCS Wetland Reserve Program. Application materials are available for public review and comment at the Regional Office of NYS DEC.

Project Description:
The applicant has applied for a State Facility Air Permit to modify Emission Unit F-00003 at their facility located at 14770 East Ave. in the Village of Albion, Orleans County. The applicant proposes to reroute the emissions from emission source, F0034 to be vented from existing emission point EP 00032. Currently, F0034 only uses waterbased coating mixtures,but will use solvent based coating materials after being vented to EP 00032. This modification will result in two coating machines, F0032 & F0034, being vented through EP 00032. The applicant proposes to include federally enforceable permit conditions that will limit or "cap" the emission of Volatile Organic Compounds (VOCs) from Emission Unit F-00003 based on the maximum annual potential of 234 tons per year of VOCs currently allowed for emission source F0032. By accepting this state and federally enforceable limit, the modification will not be subject to 6 NYCRR Part 231, New Source Review. The applicant has agreed to maintain records that verify emissions during any 12 month period. All required records must be maintained on site for a minimum of 5 years and made available to the Department upon request to verfy compliance with permit conditions. The application and draft permit are available for review at the Region 8 office located at 6274 East Avon - Lima Rd. in Avon.
