Project Description:
This is an amended notice of complete application. The applicant is proposing to construct and operate a manufacturing facility to process pulpwood wafers or strands into construction grade composite wood panels for the building industry. The plant will operate continuously, 24 hours/day, 7 days/week and be capable of producing upwards of 430 million square feet per year of product. The facility will occupy 45 acres of a 92 acre parcel of land and be housed within a 350,000 sq ft building. Only storage facilities for logs will be outside. Main Street, Chateaugay, New York. The project will require construction of portions of the access road and detention ponds in the adjacent area of a regulated freshwater wetland. The Department has determined that the project qualifies for a SPDES Stormwater General Permit. The Department has prepared a draft pre-construction Air State Facility permit for OSB Chateaugay, LLC to construct and operate an oriented strand board manufacturing facility to be located on State Route 374 in Chateaugay, Franklin County. The facility will have the potential to emit the following air pollutants on an annual basis: Oxides of Nitrogen (NOx), 153 TPY (tons per year); Volatile Organic Compounds (VOCs), 49 TPY; Particulate Matter (PM & PM-10), 249 TPY each; Formaldehyde, 9 TPY; Phenol, 9 TPY; and total Hazardous Air Pollutants (HAPs), 24 TPY. This facility is required to obtain a pre-construction facility permit, pursuant to 6NCYRR Subpart 201-6. The facility is subject to several air quality regulations, including: New Source Review for Nonattainment Areas and Ozone Transport Regions (NSR), 6NYCRR Subpart 231-2; federal New Source Performance Standards (NSPS) for emissions from combustion sources, 40 CFR 60 Subparts Db and Dc; and federal NSPS for storage vessels, 40 CFR 60, Subpart Kb. The applicant has proposed to accept a cap on emissions of PM, PM-10 and NOx which will restrict the potentials to emit of the facility to levels which are below the applicability threshold for the Prevention of Significant Deterioration (PSD) regulation, 40 CFR 52.21, which is 250 TPY each. By accepting these state and federally enforceable limits the facility will not be subject to this regulation. The applicant has proposed to accept a cap on emissions of VOCs which will restrict the potential to emit of the facility to a level which is below the applicability threshold for the NSR regulation, 6NYCRR Subpart 231-2, which is 50 TPY. By accepting these state and federally enforceable limits, the facility will not be subject to this regulation with respect to emissions of VOCs. The applicant has proposed to accept a cap on emissions of individual and total HAP emissions which will restrict the potentials to emit of the facility to levels which are below the applicability thresholds for the federal National Emission Standard for Hazardous Air Pollutants (NESHAP) regulation, 40 CFR 63 Subpart B, which are 10 TPY and 25 TPY, respectively. The Department has determined that the project will be controlling emissions of NOx to the Lowest Achievable Emission Rate (LAER) pursuant to the NSR regulation 6NYCRR Subpart 231-2. LAER will be achieved through the use of selective non-catalytic reduction, use of low NOx burners, and through various combustion modifications. 6NYCRR Subpart 231-2 also requires the facility to obtain 1.15 tons of emission offsets for each ton of NOx that will be emitted annually. Since the facility will have the potential to emit 153 TPY of NOx, a total of 176 TPY of NOx emission offsets are required. OSB Chateaugay, LLC has obtained 176 TPY of NOx emission offsets from Emission Point 00001 at the Canton Cogeneration Project - River Power Machinery, LLC (DEC ID: 6-4022-00021). The applicant has agreed to permit conditions which will limit emissions of NOx, VOCs, PM, PM-10, Formaldehyde, Phenol, and total HAPs to the potentials to emit listed above. In addition to the control of NOx through the technologies previously discussed, the draft permit requires control of VOCs, Formaldehyde, Phenol and total HAPs through the use of thermal and catalytic oxidation; as well as the control of PM and PM-10 through the use of baghouse fabric filters. The permittee will be required to maintain records and report operating and emissions data to verify compliance with the permit conditions and limits. The facility meets the regulatory definition of a major stationary source and will be required to submit an application for a Title V facility permit within 12 months of commencing operations.
