Project description and location: The project involves the reconstruction of NYS Route 28 from the Moose River crossing in the hamlet of Old Forge to the KOA Campground northeasterly of Old Forge as a part of a three phase project. It involves the reconstruction of Route 28 between the Moose River and the Herkimer/Hamilton County Line in the hamlet of Eagle Bay. Reconstruction of the highway involves widening the road and shoulder, vertical and horizontal relocations and stabilization of highway shoulders and rock cuts. Phase II of the project will involve restoring a wetland as a part of a wetland impact mitigation plan. In addition to the reconstruction of the highway, the bridge over the Moose River will be reconstructed on its existing alignment and utility lines will be relocated and consolidated on a single pole line wherever feasible in all three phases of the reconstruction. In order to reconstruct the Route 28 bridge over the Moose River, the existing covered bridge located easterly of the Route 28 bridge will be removed and a temporary bridge constructed for use as a temporary detour during construction. Upon completion of construction, the covered bridge will be replaced and the site will be restored to its original condition.

Project description and location: The project involves the subdivision of 140 acres into three lots thereby creating Lot 1 a 78 acre lot with an existing single family dwelling on it, Lot 2 a 28 acre vacant lot and Lot 3 a 34 acre vacant lot. The subdivision line between the three parcels is essentially the North Branch of the Saranc River with Lot 1 located north of the river, Lot 2 southeast of the river and Lot 3 south of the river. The applicant proposes to sell the 78 acre lot with the existing single family dwelling and retain the other two lots. No new land use or development is proposed for any of the lots at this time. The project site is located in the towns of Black Brook and Saranac Clinton County between NYS Route 3 and the Soucey Road. There are freshwater wetlands on the site associated with the North Branch of the Saranac River.

Project description and location: Construction of one-story additions totaling 57,800 square feet onto an existing 55,000 square foot one-story middle school building. This expansion will accommodate additional classrooms and a larger library-media center. The project also includes the reconstruction of athletic fields, installation of a new on-site wastewater treatment system and improvements to site access and parking. The project site is located on the south side of Homer Drive in the Town of Lake Luzerne in an area designated as Moderate Intensity Use on the Official Adirondack Park Land Use and Development Plan Map.

Project description and location: The action involves the replacing of the existing structurally deficient Cold Brook Road Bridge over Cold Brook with a new bridge of the same size and type and at the same surface elevation. Minor site disturbances will take place directly behind the existing bridge abutments and wingwalls and approximately 30 cubic yards of stone fill will be placed in the stream in front of the new abutments to protect the abutments and spread footers from scour. Upon completion of construction, the site will be graded and vegetation planted to restore the site to its original condition. The project is located in the Town of Franklin, Franklin County.

Project description and location: The action involves the construction of a wood truss shed for the storage of salt/mixed salt and abrasives for winter use on highways and the storage of a front-end loader. The structure will be approximately 8800 sq. ft. in size and 31 feet in height and stained a dark earth brown tone with matching or complementing asphalt shingles. It will be designed to store 500 tons of bulk sand and salt. The project site is currently in use as a highway maintenance facility, is partly occupied with other structures and was the subject of a previous permit issued by the Adirondack Park Agency (85-10). The project is located on Route 374 in the Town of Dannemora, Clinton County.

Project description and location: The applicants propose to subdivide 132.08 acres of land into three lots. A 13 acre parcel with an existing motel (Dunham's Bay Lodge) complex, a 3.08 acre parcel and a 116.0 acre parcel will be created. The 3.08 acre parcel is proposed to be conveyed to an existing marina located on Lake George (Dunham's Bay Marina) and may be used for future parking. No new land use or development is proposed for the 116.0 acre parcel though it will be created as a separate parcel. The project is located in the Towns of Queensbury and Lake George, Warren County.

Negative Declaration

Franklin County - The New York State Department of Environmental Conservation, as lead agency has determined that the proposed Fish Reclamation of Palmer Pond, Application Number: 2000-46 will not have a significant adverse environmental impact. The action involves the proposed use of pesticide rotenone at a concentration of 1.0 ppm to remove non-native golden shiners and the remnant brook trout and lake chubs. The objective is to restore a brook trout population which will be stocked with brook trout and lake chub in the pond following natural degradation of the chemical. This will be a first time reclamation of the pond. This treatment project is consistent with the approved Unit Management Plan for the High Peaks Wilderness Area. Use of bait fish is prohibited. The project is located on Palmer Pond and its outlet to Raquette River in the Town of Harrietstown.

Notice of Acceptance of Draft EIS

Saratoga County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed additions and alterations to the Saratoga Springs High School in the Saratoga Springs City School District, SED Project No. 52-18-00-01-0-016-016. Comments are requested on the Draft EIS and will be accepted by the contact person until April 14, 2000. The action involves 90,000 square feet of new additions on existing property. The project is located at 186 West Avenue in the City of Saratoga Springs.
