Project Description:
The NYSDEC has determined the application from the US Dept of Energy for modification of an existing Air State Facility Permit for the WEST VALLEY DEMONSTRATION PROJECT(WVDP)to be complete and has prepared a Draft Permit which is available from the Region 9 Office for review and comment. The WVDP facility prepares high level radioactive waste for eventual transportation to and storage in a permanent nuclear waste depository. The waste was originally generated by a former nuclear fuel reprocessing plant that was located at the same site. Waste is vitrified and the resultant molten glass is poured into large stainless steel canisters where it solidifies. The facility consists of a glass melter, mixing and pneumatic transportation of dry chemicals, two boilers (NSPS affected), a small scale glass melter(an exempt source), welding of the glass canisters and various chemical storage tanks. The Draft Permit represents the present status of the facility. The two older Wickes boilers, (emission points 00BP1 and 00BP2) have been permanently disabled, emission points INSP2, INSP3, INSP4 are now considered trivial sources per Part 201-3.3 and the small scale glass melter (Emission Unit P-00SVS) is considered exempt per Part 201-3.2(44). The Draft Permit contains state and federally enforceable conditions for capping emissions of oxides of nitrogen (NOx) and sulfur dioxide (SO2) each to 99 tons per year. By capping emissions of these contaminants the facility is not subject to major source Title V permitting under 6 NYCRR Part 201- 6 and NOx Reasonably Available Control Technology (RACT) requirements of 6 NYCRR Part 227-2.
