Project Description:
 The Department has made a tentative determination to approve his application for a new permit for an existing discharge of 5,200 gallons per day of treated sanitary wastewater into Blue Mountain Lake, a Class A(t) body of water. The discharge originates from a septic tank/sand filter treatment system reported to be in satisfactory operating condition, but not in compliance with current design standards. Therefore, a Schedule of Compliance has been included in the proposed draft permit that requires further monitoring of the system, preparation of an engineering report that recommends system improvements by November 30, 2000, and immediate modifications to the chlorination system. The application and draft permit (SPDES #NY-023 5947) can be reviewed by making an appointment with the contact person.

Project Description:
 ESMI is currently permitted to accept and treat up to 1400 tons per day (TPD) of petroleum contaminated soils and soils contaminated with coal tars. Soil treatment occurs via a thermal process that volatilizes and subsequently destroys hydrocarbon contaminants. Various Beneficial Use Determinations (BUDs) authorize ESMI to market treated soils for reuse. ESMI is seeking authorization to accept and treat soils contaminated with a variety of other hydrocarbons derived from petroleum oil, animal oil and vegetable oil. These include petroleum solvents, metal-working oils, white oils, petroleum greases, natural waxes, certain electrical oils, urban fill, synthetic waxes and plasticizers. Throughput will remain at 1400 TPD and no additional process or pollution control equipment will be required at the facility. ESMI has petitioned the Department for a case-specific BUD to enable these additional treated soils to be marketed for reuse.
