Region 9 , Wyoming County, Perry (T) - Champion Products, Inc., 200 North Main Street, Perry, New York 14530.
Champion Products, Inc. has submitted a work plan to the Department, to remediate the property locally known as the Champion Products Facility in the Town of Perry. The site is in the northeastern corner of the Town at the junction of County Road 25 (Simmons Road)and State Route 39 (North Main Street.) The work plan has been submitted in contemplation of an Agreement to remediate approximately one acre of the ± 26 acre property to support continued industrial/commercial land use.
The majority of the area to be remediated is overlain by part of a manufacturing facility housing a currently operating facility of Champion Products Inc., 1000 East Hanes Mill Road, Winston-Salem, North Carolina, 27102-1550. The company has performed silk screening of clothing at the facility since 1958. The soils requiring remediation have been characterized as containing constituents of cleaning products consisting of varying amounts of volatile organic chemicals, such as, methylene chloride; 1,1 dichloroethane; perchloroethylene, and toluene. There is localized groundwater contaminated with the same volatile organic chemicals found in the soil and additional constituents such as methyl ethyl ketone and xylene. The work plan outlines the requirements for the remediation by proposing to remove these contaminants utilizing dual phase soil/groundwater vapor extraction. The proposed plans will address contamination while allowing the continued use of the facility for commercial/industrial use.
Comment Period: The work plan and voluntary agreement is available for public review at the location noted below. Written comments will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the work plan must explain the basis of that opposition and identify the specific grounds that could lead the Department to impose significant changes to the Voluntary Agreement. No formal response to comments received is anticipated, but, because of the comments, the Department may re-evaluate and revise the Voluntary Agreement.

The action involves a proposal to landspread septage on a 17-acre field owned by Ms. Sylvia Mahar.. The project is located on Chapman Road, approximately 2000 feet east of Hartland Road, in the Town of Hartland.

| Notice of Acceptance of Draft EIS and Public Hearing |
Erie County - The Town of Amherst Planning Board, as lead agency has accepted a draft Environmental Impact Statement on the proposed Brandon Woods Apartment Development. A public hearing on the draft EIS will be held on April 13, 2000 at 7:00 PM at the Amherst Town Hall, 5583 Main Street, Williamsville. Written comments on the draft EIS will be accepted until April 24, 2000. The action involves a proposal to construct a 168-unit apartment complex on 17.79± acres of land. Twenty one apartment buildings are proposed with 11 garages, and a clubhouse. A total of 371 parking spaces are proposed, of which 96 are in garages. Two access points are proposed; one from Sunset Court, the second from a 75± ft. extension of the existing Wegmans access road, which connects to East Robinson Road. Internal circulation is provided via a private drive that winds through the site between the two access points. A spur to the north is shown to serve the most northerly buildings. A stormwater detention pond is proposed at the southeast corner of the parcel. The project is located at 148 Sunset Court in the Town of Amherst. This notice was originally posted in the 3/15/2000 issue of the ENB with incorrect dates for the public hearing and the close of comments.
