Negative Declarations

Clinton County - The Village of Keeseville, as lead agency has determined that the proposed Keeseville Wastewater Treatment Plant Improvement Project will not have a significant adverse environmental impact. The action involves the upgrade of the Keeseville Wastewater treatment Plant to bring it in line with the existing state standards for effluent discharge. This will include a complete facility upgrade and overhaul. The expansion will include a sequence Batch Reactor, Primary Clarifier, Sludge De-watering facility and a Vortex Grit Chamber. The original plant will then be upgraded or de-commissioned, if no longer needed. The project is located at 1858 Rt. 9, Keeseville, NY.

Warren County - The Town Board of the Town of Queensbury, as lead agency, has determined that the proposed Commercial Retail development - Nigro Companies, Inc. will not have a significant adverse environmental impact. The action involves the proposed construction of a 65,000-square-foot retail store development with associated site improvements on approximately 9.78+/- acres. Additional off-site highway improvements and signal timing modifications are also proposed. The project also entails the proposed zone change of 1.9+/- acres from light industrial to commercial. The project is located at Bay and Quaker Roads, north side of Homer Avenue in the Town of Queensbury.

Notice of Acceptance of Draft Generic EIS
and Public Hearing

The Adirondack Park Agency, as lead agency has accepted a Draft Generic Environmental Impact Statement on the proposed Amendments to Adirondack Park Agency Regulations. The action involves the proposed revisions to eleven priority sections of the Adirondack Park Agency's regulations, specifically 9 NYCRR Subtitle Q, Parts 572, 573, and 588 representing Part 1 of Phase 1 of the Agency's regulatory revision effort.

There will be three public hearings, combined to satisfy both State Administrative Procedure Act and State Environmental Quality Review Act requirements. The dates, times, and locations for these are as follows:

Notice of Public Hearing

Pursuant to Section 816(2) of the Adirondack Park Agency Act, the Adirondack Park Agency will hold public hearings regarding the proposed amendment of the Adirondack Park State Land Master Plan to classify 3.8+ acres of land in the Town of Dannemora, Clinton County, as State Administrative. the land involved was recently acquired by the New York State Department of Transportation for the purpose of constructing a storage building to house 500 tons of bulk salt and a front-end loader. Amendment of the Master Plan to classify state land is a prerequisite to the proposed development of the 3.8+ acres.

The purpose of the hearings is to afford an opportunity for public comment. Any person may present oral or written statements in regard to the proposed classification. Written comments will be received by the agency through April 2, 2000.

Positive Declaration

Saratoga County - The State Education Department, as lead agency, has determined that the proposed additions and alterations to the Saratoga Springs High School in the Saratoga Springs City School District, SED Project No. 52-18-00-01-0-016-016, may have a significant environmental impact and a Draft Environmental Impact Statement must be prepared. The action involves 90,000 square feet of new additions on existing property. The project is located at 186 West Avenue in the City of Saratoga Springs.

Notice of Acceptance of Draft EIS and Public Hearing

Washington County - The Town of Easton Town Board, as lead agency has accepted a draft Environmental Impact Statement on the proposed Krise Major Resubdivision # 1-2000. A public hearing on the draft EIS will be held on April11, 2000 at 8:00 P.M. at 1071 State Route 40, Burton Hall, Easton. Written comments on the draft EIS will be accepted until April 25, 2000. The action involves a major resubdivision for a single family residence on one lot within a plat that includes 15 single family residential lots and a large open space area. The Town of Easton CEA-3 is located within the open space area. Each individual house is serviced by an individual well and septic system. Impacts include the potential for further expansion of the 15 lots within the plat presents growing concerns for public health issues. The project is located on Windy Hill Road in the Town of Easton.

Notice of Acceptance of Draft EIS

Fulton County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed the acquisition of land and purchase of residential building for the Mayfield Central School District, SED Project No.17-08-01-04-7-008-001. The action involves the land acquisition of 0.36 acres adjacent to existing property. Comments are requested on the Draft EIS and will be accepted by the contact person until April 7, 2000. The project is located at 31 School Street in the Village of Mayfield.
