Project Description:
 This Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Enviornmental Conservation Law, an Air State Facility Permit, at the existing facility located at New York State Route 58 North in the Hamlet of Natural Dam which manufactures paper products for the Emission Unit 0-00001. This permit includes Federally enforceable conditions to limit SO2 and NOx and considered to "cap" emissions below the applicable threshold level set forth in 6 NYCRR Parts 225 and 227. The draft permit, with conditions, is available for review in the Region 6 NYS DEC Office in Watertown, NY.

Project Description:
 The applicant proposes to mine 33.7 acres of sand, gravel and some topsoil from a 33.7 acre life of mine site on a 112.3 acre parcel owned by the applicant, approximately 2500' south of the intersection of East Part Road and U.S. Highway 11, 100' east of East Part Road, approximately three miles south of the Hamlet of Winthrop. The intended mining is to provide clean fill material to the Alcoa facility in Massena for their Site Remediation Plan. On-site processing is proposed.
