Project description and location: The proposed project involves the subdivision of the 172.78± acres into ten lots thereby creating eight new building lots ranging in size from 8± acres to 26± acres, a 1.6± acre lot with an existing single family dwelling which is being authorized after-the-fact and a 54.5± acre lot also with an existing single family dwelling on it. One new single family dwelling with on-site water supply and wastewater treatment systems is proposed for each of the eight new building lots. Each of the new building lots has access from a public road to proposed building locations (i.e. Hemsted and Brady Beach roads). Except for the 54.5± acre lot none of the other lots have frontage on the Hinckley Reservoir. No access to the reservoir over the 54.5± acre lot is proposed to be conveyed with the new building lots. The project site is located north of the Brady Beach Road and west of the Hemsted Road in the Town of Russia, Herkimer County. It is situated within a Low Intensity Use land use area on the Park Plan Map. There are freshwater wetlands on the 54.5± acre lot.
Jefferson County - The Village of Adams Board of Trustees, as lead agency, has determined that the proposed Village of Adams Wellhead Protection Plan, will not have a significant adverse environmental impact. The action involves the proposal to enact a Local Law known as the Wellhead Protection Plan. Said Local Law involves the prohibition and regulation of contaminates in a Wellhead area. The Village of Adams has constructed a well which has sufficient capacity to provide for the municipal needs. This Local Law seeks to protect the municipal well from contamination. The project is located in the Village of Adams.

Jefferson County - The Village Board of the Village of Herrings, as lead agency, has determined that the proposed Village of Herrings Wastewater Collection and Treatment Facilities will not have a significant adverse environmental impact. The action involves the installation of a wastewater collection system and treatment facilities to service the residents of the Village of Herrings and the design, construction and financing of same. The project is located at NYS Route 3 and First Street and Second Street in the Village of Herrings, New York.
