Project Description:
 The Department has drafted an Article 19:Title V facility permit for the applicant's paper manufacturing facility. Emission sources are from the three paper machines, the pulping operations and three boilers. The VOC emissions from the paper machines and pulping operations make this existing facility a Title V source. In accordance with 6NYCRR Parts 621.6(d)(9) and 201-6.4(c) the administrator of the USEPA has the authority to bar issuance of any Title V permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. The draft permit is available for review at the Region 5 Warrensburg office by contacting Sherry Hierholzer of the Division of Air Resources.
