Project Description:
The department has received an Air State Facility permit application for the Knolls Atomic Power Lab facility which is owned by the U.S. Dept. of Energy and is located on 2401 River Road in the Town of Niskayuna. The principal function of the facility is research & development in the design and operation of naval nuclear propulsion plants. The facility includes laboratories, machine shops, administrative offices, wastewater treatment and oil storage facilities, cooling towers, a sewage pumping station, waste storage facilities & a boiler house. This application involves the construction of a new boiler house to be located adjacent to the existing boiler house & the installation of 3 new firetube boilers to generate steam for the facility. Each boiler will have a heat input level of 35 million Btu per hour (mmBtu/hr). The existing boiler house contains 4 watertube boilers with 3 of the boilers having a heat input level of 34 mmBtu/hr & 1 boiler with a level of 11.2 mmBtu/hr. Once the new boilers are on line and functioning properly the existing boilers will be taken out of operation. In order to remain below the Title V & New Source Review applicability thresholds the appicant has proposed to restrict the potential to emit through enforceable permit conditions which will limit or cap emissions at a level which is less than 100 tons per year each for carbon monoxide, sulfur dioxide & oxides of nitrogen. The emission caps will be accomplished by placing the new boilers under the caps for the existing boilers which limit fuel usage & total Btu heat input. The applicant will be required to maintain records & report these data to verify compliance with the permit limits & condtions. By accept- ing these enforceable limits the facility will not be subject to Title V permitting or New Source Review requirements.
