Project Description:
 For the Central Hudson Gas and Electric Roseton Electric Generating Facility (Units 1 and 2), the applicant proposes to continue using Hudson River water for once-through cooling, and reduce, but not eliminate, entrainment and impingement impacts to aquatic organisms, including fish, by managing the rates of cooling water flow, and operating traveling screens and dual- flow screens to increase survival rate of impinged fish. Central Hudson Gas & Electric will also test a high frequency underwater fish deterrence system to determine its potential to reduce the effects of water withdrawal on fish in the herring family.  The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for Slate Hill Sand & Gravel located in Thompson, Sullivan County, New York. This draft permit includes restrictions to limit air emissions below the applicability thresholds of Title V and 6NYCRR Part 227-2 Reasonably Available Control Technology (RACT) for Oxides of Nitrogen (NOx). These restrictions include limiting the sulfur content in the fuel and the hours of operation of the diesel generator. Enforceable permit conditions will specify these restrictions and the monitoring and recordkeeping requirements.

Project Description:
 The applicant proposes to place approximately 75 cubic yards of stone covering approximately 135 linear feet of an eroded bank along Stony Clove Brook DEC Water Index No. H-171-45; Class B(T). The project is located on the west side of NYS Route 214, about 1.1 miles north of the intersection with NYS Route 28. In addition, the applicant proposes to reshape the top portion of the bank and plant several species of native trees and shrubs along the top of the banks to achieve further stream bank stabilization.
