Project Description:
The Department has received an application for a Title V Facility Permit for existing processes at the Anchor Glass Container Corporation - Elmira Facility, located at 1901 Grand Central Ave in the City of Elmira, Chemung County. The facility manufactures glass containers for beverage and food packaging, and has emission points exhausting 3 glass melting furnaces, 6 glass container forming lines, 6 vapor deposition coating lines, raw material unloading, weighing, transfer and mixing operations, inkjet printers to code containers, crushing operations for glass cullet, and equipment for recycling cardboard packaging materials. It meets the definition of a major stationary source, and is required to obtain a Title V Facility Permit as specified in 6 NYCRR Part 201-6, due to potential emissions in excess of several Title V thresholds specified in 6 NYCRR Part 201-2 and Title V of the Clean Air Act: 100 tons per year of particulate matter less than 10 microns (PM-10); 100 tons per year of total particulates; and 100 tons per year of oxides of nitrogen (NOx). The application and a Draft Permit are available for review at the Region 8 NYSDEC office. If comments raise significant issues, the Department may modify the Draft Permit. Pursuant to 6NYCRR Parts 621.5(d)(9) and 201-6.4(c)(1), the Administrator of EPA has the authority to bar issuance of any Title V Facility Permit determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201. After the comment period, EPA will be provided with a Proposed Title V Facility Permit, the Draft Permit with any modifications after public comment. EPA will then have an additional 45 days for review. The Department may then issue the Title V Facility Permit if EPA has raised no objection.

Project Description:
The applicant proposes to construct a driveway across a 200 L.F. section of wetland adjacent area as part of a two lot residential subdivision project. The project site is on the applicants property on the north side of Atlantic Ave, approximately 1,500 ft. east of the State Rt. 250 intersection. Fill in the adjacent area will be needed, and will be limited to a maximum of 40,000 sq. ft. Other future development and/or construction needed at the site will be out of the wetland adjacent area and will not require additional wetland application reviews.
