Project Description:
 The Department has drafted a permit pursuant to Artilce 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility, Montefiore Medical Center, located at 111 East 210th St., Bronx 10467. The facility is a 586-bed hospital which operates boilers that supply steam for the space heating of the building. The facility also has three ethylene oxide sterilizers with built in aerator. The facility is subject to the provisions of Title V for sulfur dioxide and is subject to 6 NYCRR 225-1, fuel composition and use - sulfur limitations; 6 NYCRR 212, Emissions from the sterilizers; particulate and smoke emission and corrective action requirements of 6 NYCRR 227-1 stationary combustion installations ; and 6 NYCRR 227-2.4 Reasonably Available Control Technology (RACT)for oxides of nitrogen; 6 NYCRR 227-2.6 testing, monitoring and reporting requirements for large and mid-size boilers and for internal combustion engines. The Title V Permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility, its emission units and emission points. In accordance with 6 NYCRR Part 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.

The Title V contains a complete listing of the applicable Federal, State and Compliance Monitoring Requirements for the facility, its emission units and emission points. Project Description:
 The applicant proposes to remove about 100,000 cubic yards of sand from Gravesend Bay and place it on the ocean beach at the Seagate section of Brooklyn. The applicant also proposes to construct a stone revetment adjacent to the West 37th Street Groin at Seagate, Coney Island, Brooklyn. These actions are part of a short-term solution to the migration of sand and its accretion on the north side of Coney Island following earlier beach nourishment done under this permit.
