Public Hearing Notice

Amendment to Final Freshwater Wetland Map Monroe County

Notice is hereby given that pursuant to Environmental Conservation Law (ECL), Section 3-301, 24-0301 (Freshwater Wetlands Act) and 6 NYCRR Part 664.7(a)(2), the Department of Environmental Conservation will hold a public hearing in the Town of Brighton Town Hall at 2300 Elmwood Avenue, Brighton, New York on Tuesday, March 14, 2000 at 7:00p.m. to hear any persons or receive any written statements concerning the proposed amendment to the Final Freshwater Wetland Map for Monroe County.

Copies of the proposed Final Freshwater Wetland Map, showing the proposed amendment, are available for viewing at the Region 8 office at 6274 E. Avon-Lima Road, Avon, New York, at the Town of Brighton clerk's office, the Monroe County Clerk's Office and will be available at the public hearing.

All written statements should be submitted no later than 15 days after the date of the hearing, to Scott Jones, Bureau of Habitat, New York State Department of Environmental Conservation, 6274 E. Avon-Lima Road, Avon, NY, 14414.

Negative Declarations

Monroe County - The Town of Brighton Planning Board, as lead agency, has determined that the proposed Clinton Crossings - Building "D" will not have a significant adverse environmental impact. The action involves the development of a 106,000-square-foot medical and professional office building on 10.626 acres. The project is located at the southwest corner of Westfall Road and Lac De Ville Boulevard in the Town of Brighton.

Monroe County - The New York State Department of Transportation, as lead agency has determined that the proposed Route 104, West Ridge Road, North Greece Road to Kodak Access Road Bridge will not have a significant adverse environmental impact. The action involves the reconstruction of West Ridge Road from North Greece Road to 270 meters east of Dewey Avenue. At the completion of the project, there will be three lanes in each direction and a raised median between North Greece Road and Mayflower Street. Between Mayflower Street and just east of Dewey Ave., there will be three lanes in each direction and a two-way center left turn lane. The project will also include a new storm sewer system, curbs, sidewalks, traffic signals, landscaping and bike space will be provided along each curb line. The project is located in the City of Rochester and Town of Greece.

Orleans County - The Town of Yates Town Board, as lead agency, has determined that the proposed Water District No. 4, Phase V Extension, will not have a significant adverse environmental impact. The action involves the installation of 5,000 feet of 8-inch watermain along a portion of Marshall Road, between Angling Road and Johnson Creek in the Town of Yates. In addition to the watermain, the project includes hydrants, valves, connections, manholes, excavation, bedding materials and surface restoration. The project will provide public water service to nine properties, including residential properties and an Amish school. The Village of Lyndonville will serve as the source of supply for the proposed water district. The project is located on a portion of Marshall Road, between Angling Road and Johnson Creek Town of Yates.

Positive Declarations

Chemung County - The State Education Department, as lead agency, has determined that the proposed acquisitions of land adjacent to the Diven Elementary School in the Elmira City School District, SED Project No. 07-06-00-01-0-006-008, may have a significant environmental impact and a Draft Environmental Impact Statement must be prepared. The action involves the purchase of three separate sites adjacent to existing property in the Town of Elmira. The size of the proposed sites are 0.148 acres located at 1102 Grand Central Avenue, 0.084 acres located at 1104 Grand Central Avenue and 0.072 acres located at 1106 Grand Central Avenue.

Monroe County - The Town of Sweden Planning Board, as lead agency, has determined that the proposed Crystal Ridge Planned Unit Development, may have a significant adverse impact on the environment and a draft Environmental Impact Statement must be prepared. The action involves the rezoning of 300 + - acres from R1-2 (Single Family) to PUD (Planned Unit Development). The project is located in the Town of Sweden, west side of Lake Road, south and west of the Christian Center Church.

Notice of Acceptance of Draft Supplemental Generic EIS and Notice of Hearing

Monroe County - The Town of Penfield Town Board, as lead agency has accepted a Draft Supplemental Generic Environmental Impact Statement on the proposed Penfield Four Corners Plan. A public hearing on the Draft Supplemental Generic EIS will be held on March 14, 2000 at 7:30 PM at the Penfield Town Hall, 3100 Atlantic Avenue, Penfield. Written comments on the draft EIS will be accepted until March 24, 2000. The action involves the proposed adoption of a Four Corners Plan to amend the plan contained in the 1990 Town of Penfield Comprehensive Plan. The Plan identifies generic recommendations for access management, building design, preservation of historic character, organizational format, public safety improvements, passive recreational opportunities and parking coordination, among others. Copies of the Draft SGEIS are available for review at the Penfield Town Hall, 3100 Atlantic Avenue, Penfield, NY and the Penfield Public Library, 1985 Baird Road, Penfield, NY, during regular business hours. The study area is approximately a 2400 foot radius around the intersection of Penfield Road (NYS Rte. 441) and Five Mile Line Road, Town of Penfield.

Notice of Acceptance of Draft EIS

Steuben County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed land acquisition for the Greenwood Central School District, SED Project No. 57-15-01-04-5-002-003. Comments are requested on the Draft EIS and will be accepted by the contact person until March 22, 2000. The action involves the purchase of 5.3 acres adjacent to existing property. The project is located on Main Street in the Town of Greenwood.
