 The facility is an elevator equipment manufacturer, G.A.L. Manufacturing Co. located at 50 E. 153 St., Bronx, NY 10451. Raw material (metal) is fabricated, machined, degreased, finished, painted and assembled. Total VOC emissions will not exceed 25 tons/any consecutive 12-month period. Individual and total HAP emissions will not exceed 10 and 25 tons, respectively. Verification of monthly VOC and HAP emissions will be determined via actual usage records.The application includes a cap in the facility's potential to emit hazardous air pollutants by way of limiting the total HAP emitted per year in order to avoid applicability of Title V requirements.

 The Department has drafted a permit pursuant to Article 19 (Air Polution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility located 16-16 Hazen St., Queens 11370. The NYC Dept. of Correction maintains a prison facility on Rikers Island in the East River. A powerhouse operates in a separate stucture on the island producing steam to provide heat for the entire island as well as process steam for the laundry. The power- house has eight boilers which are to be retrofitted to meet the require- ments of Clean Air Act Amendments of 1990. The Title V Permit contains a complete listing of the applicable Federal, State and compliance monitor requirements for the facility, emission units and emission points. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

 At the facility located at 123 Varick Avenue, Brooklyn, NY, 11237, the Applicant proposes to (1) construct a berm or curb to hydrologically isolate the construction and demolition debris processing area from the remainder of the Applicant's site and (2) to capture, treat, and discharge all leachate. On-site catch basins would include sumps to trap larger solids and hoods to trap oil. Treatment would consist of an oil/water separator to remove oils and grease, and a filter to remove smaller solids. Treated leachate would be discharged to English Kills.

The Wards Island Wastewater Pollution Control Plant (WPCP) is a 250 million gallon dry weather wastewater per day publicly owned secondary wastewater treatment plant.  The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility, Elmhurst Hospital, located at 79-01 Broadway, Elmhurst, NY. The facility has nitrogen oxide emissions from the stationary combustion sources greater than 25 tons per year and is a major source subject to the permitting requirements of 40 CFR Part 70 and 6NYCRR, Part 201-6. The stationary combustion sources are subject to the particulate emission limits of 0.20 lb/MMBTU/hr of 6NYCRR, Part 227-1.2 and the Reasonably Available Control Requirements (RACT) of 6NYCRR, Part 227-2 for small boilers which requires annual tune-ups. The emergency generators are exempt from the RACT requirements because they operate less than 500 hours per year. In addition, the sulfur content of number 6 fuel oil is limited by Part 225-1 to 0.30 percent maximum weight. The abatement system employed on the ethylene oxide sterilizer unit controls emissions to 99% as required by 6NYCRR, Part 212.4(a). In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

 The applicant proposes to open and pave an access road leading from South Avenue into Block 1801, Lot 160. The road is known as Industry Road, and runs from South Avenue just west of the Superior Confections plant and the west shore rail road spur northward to Block 1801, Lot 160. The paved road would be about 1,000 feet long and 48 feet wide, and an 84-foot wide right-of-way would be disturbed by construction. The road passes through the adjacent area of DEC Freshwater Wetland No. AR-51, which is dominated by Phragmites reeds, and will directly abut the wetland on its west side.

 The applicant proposes to construct a bank including parking lot and drywells. Approximately one-quarter of the bank and one-half of the parking lot is located within the adjacent area of NYSDEC regulated Freshwater Wetland AR-33 (Lemon Creek). To reduce impacts to the wetland, a vegetative screen will be established between the bank and the wetland.
