Public Notice

The Public Service Commission (PSC) proposes to issue a Section 401 Certification, pursuant to the Federal Clean Water Act and Article VII of the New York Public Service Law, to Pennsylvania General Energy Corporation (PGE) for the construction of a proposed 4-inch diameter, 7,250 feet long, high pressure gas transmission line located in the Town of Hornby, Steuben County. The proposed line originates at a connection point of a PGE gas well, DEC permit No. API No. 31-101-22814, to the south of Corning Hornby Road dead end; and runs in an easterly direction to its terminus at a pipeline owned by PGE, just to the east of Pine Hill Road.

The proposed line will cross a tributary of Cutler Creek and Cutler Creek, both having a DEC Class "C" water quality classification. Water quality impacts will be minimized by scheduling construction during periods of low flows, use of sand bags or coffer dams to isolate the construction zone from stream flow, use of selected backfill in steambed, and special bank protection and restoration methods.

This project is under review in Case 00-T-0154. PGE has proposed Environmental Management and Construction Standards and Practices. Additional plans will detail how construction will be managed to reduce impacts to all water resources and will be required as a condition of project certification. Written comments on the proposed certificate issuance will be accepted if filed within 15 days of publication of this notice. Negative Declarations

Monroe County - The Town of Penfield Planning Board, as lead agency has determined that the proposed Baywinde Senior Living Community will not have a significant adverse environmental impact. The action involves preliminary and final site plan approval for a 120 unit independent living facility, an 78 bed assisted living facility and 14 patio homes to be known as Baywinde Senior Living Community on 39+ acres. The project is located at 1207 Bay Road, south of the intersection of Bay Road and Leedale Drive in the Town of Penfield.

Steuben County - The Village of Painted Post, as lead agency has determined that the proposed Wastewater Treatment Plant Improvements will not have a significant adverse environmental impact. The action involves improvements and rehabilitation of the Village of Painted Post Treatment Plant in order to achieve regular permit compliance. The project is located at Kane and Bryan Streets in the Village of Painted Post.

Notice of Acceptance of Draft EIS

Chemung County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed acquisitions of land adjacent to the Booth Elementary School in the Elmira City School District, SED Project No. 07-06-00-01-0-003-007. Comments are requested on the Draft EIS and will be accepted by the contact person until March 6, 2000. The action involves the purchase of four separate sites adjacent to the existing property. The size of the proposed sites are .09 acres located at 358 Pomeroy Place, .088 acres located at 358 & 360 West Second Street, .066 acres located at 360 Pomeroy Place and .09 acres located at 360 West Second Street. All locations in this project are in the Town of Elmira.

Ontario County - The State Education Department, as lead agency, has required and accepted a Draft EIS on the proposed acquisition of land for the East Bloomfield Central School District, SED Project No. 43-05-01-04-0-006-007. Comments are requested on the Draft EIS and will be accepted by the contact person until March 6, 2000. The action involves the purchase of approximately 80 acres adjacent to existing property. The project is located on Maple Avenue in the Village of Bloomfield.

Wayne County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed construction of a New Bus Facility for the Palmyra-Macedon Central School District, SED Project No. 65-09-01-06-5-014-001. Comments are requested on the Draft EIS and will be accepted by the contact person until March 1, 2000. The action involves 12,500 square feet of new construction. The total site area is 38.6 acres. The project is located on Yellow Mills Road in the Town of Macedon.
