Project Description:
 The Department has prepared a Draft Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and the Federal Clean Air Act Amendments and made a tentative determination to approve this application for Amenia Sand & Gravel, Inc. located in the Town of Amenia, Dutchess County, New York. Amenia Sand & Gravel, Inc. processes soil mined at other locations to produce washed and processed sand and aggregates as well as aggregate blends for internal use and sale to customers. This State Facility Application restricts the potential to emit of NOx through enforceable permit conditions by limiting air emissions at a level below the applicability threshold for Title V. Amenia Sand & Gravel, Inc. has capped out of Title V by limiting the quantity of asphaltic concrete produced in a rolling twelve month period to 258,000 tons.

Project Description:
 The applicant proposes to drill two new test wells within the 100-foot adjacent area of DEC-regulated Freshwater Wetland F-2 (Class II). The wells are proposed to supplement the water supply of the Green Briar Water District. To reach the drilling site, two temporary access roads 14 feet wide will be constructed within the wetland adjacent area, one of which will be about 100 feet long, and the other about 60 feet long. Should the wells prove acceptable, the access roads will be narrowed to 10 feet wide to provide permanent access. If the wells are unacceptable, the temporary access roads will be completely removed.
