Project description and location: The proposed project involves the establishment of a new commercial use (i.e. antique store). The applicant proposes to construct a 30 ft. x 60 ft. one story pole barn type structure for use as an antique store. The antique store will be operated from May 1st to November 1st, seven days a week from 10:00 a.m. to 5:00 p.m. One 2 ft. x 8 ft. sign reading "White Lake Antiques" is proposed. The new structure will be serviced by on-site water supply and wastewater treatment systems. The 13.05± acre project site is located on the southeast side of NYS Route 28 in the Town of Forestport, Oneida County and within a Rural Use land use area on the Park Plan Map. There are no wetlands or other water features on the project site.
|Public Notice of Closure Plan - Fort Drum|
Notice is hereby given that Fort Drum, EPA I.D.No: NYD214020281 has applied to the NYS DEC under the provisions of 6NYCRR Subpart 373 for closure of its container storage area, Building T-4819, which is currently operated under interim status.
The closure plan includes removal of all containers of hazardous waste, inspection of the containment area and floor of the facility, high pressure washing followed by sampling of the wash water and the concrete surface and soil sampling in the building at the facility. The decontamination residues and wash water will be collected, sampled and disposed of in permitted off-site hazardous waste treatment and disposal facilities.
SEQR status: Closure of the hazardous waste container storage area in Building T-4819 will not result in significant changes to the surrounding areas of the facility. The closure activities will be performed entirely inside the Building and will use only light equipment. This action will leave the container storage area clean and uncontaminated. The Department determined that the closure of the hazardous waste container storage area in Building T-4819 is a Type II action which is not subject to SEQR.
State regulation requires that the public be given thirty days to provide written comments on this draft closure plan. The public comment period begins on 2/4/00 and will extend through 3/15/00. Copy of the closure plan is available for public review at NYSDEC Regional Headquarters, Region 6, Division of Environmental Permits, State Office Building, Watertown, NY 13601. Interested persons with reasonable concerns about the closure plan have an obligation to raise all reasonably ascertainable issues and submit, in writing, all available arguments and factual grounds supporting their position to:

In lieu or in addition to, the submission of comments as stated above, any interested person may request a Public Hearing. Any request for an informal public hearing must be made in writing, stating the nature of the issues proposed to be raised in the hearing, and must be submitted to the aforementioned person. If a public hearing is held, the public comment period in this notice will be automatically extended until the close of the Public Hearing.
All comments will be considered and evaluated in making the final determination for approving the closure plan. Prior to the approval of the closure plan the Department will respond to any comments submitted by the public. The Department will approve, modify or disapprove the draft closure plan based on the information received during the comment period and in the public hearing. A notice of the final decision will be sent to each interested citizen or organization who submitted written comments or have requested such notice.
Jefferson County - The Village of Dexter, as lead agency has determined that the proposed Water Storage and Distribution System Improvements will not have a significant adverse environmental impact. The action involves the replacement of the existing storage tank and upgrading portions of existing water distribution system including new hydrants , mains and main replacements. The project is located in the Village of Dexter.

St. Lawrence County - The State Education Department, as lead agency, has accepted a Draft EIS on the proposed acquisition of land and construction of a new Transportation Facility and Fueling Depot in the Massena Central School District, SED Project No. 51-20-01-06-5-019-001. Comments are requested on the Draft EIS and will be accepted by the contact person until February 23, 2000. The action involves the site purchase of 5.9 acres with an existing 3,000 square foot structure and 42,125 square feet of new construction totaling 45,125 square feet for the entire structure. The project is located on County Route 37 in the Village of Massena.
