Voluntary Cleanup Agreement

Name of Volunteers: S&W Development, LLC, with offices at 1 Remington Park Dr., Cazenovia, New York; and City of Syracuse through its Department of Economic Development, with offices at 219 City Hall, 233 Washington Street, Syracuse, New York.

Project Location: 531 Liberty Street in the City of Syracuse and County of Onondaga and State of New York, bearing Tax Map Number 107-01-01. The property is located at the intersection of West Bear Street and Liberty Street and is less than 1/4 acre in size.

Project Description: The Volunteer is re-developing this former gasoline and auto repair station for commercial uses consistent with local zoning.

Comment Period: The Voluntary Cleanup Agreement and Remediation Work Plan are available for review at the location below. Written comments in this action will be accepted for 30 days following the date of this Notice. Written comments expressing objections or opposition must explain the basis of that opposition and identify the specific grounds which could lead the Department to impose significant changes to the Agreement or the Work Plan. No formal response is made to comments, but as a result of comments, the Department may reevaluate and revise the Agreement and/or Work Plan.

Draft Negative Declaration

Broome County - The City of Binghamton, as lead agency has determined that the proposed Water Treatment Plant Improvements will not have a significant adverse environmental impact. The action involves the comprehensive upgrade and rehabilitation to the City's existing water treatment facilities. The full Environmental Assessment Form and the draft negative declaration are available for review in the City Clerk's office, first floor, Binghamton City Hall between the hours of 9:00 AM to 5:00 PM. Comments will be accepted until February 18, 2000. The project is located on Broome Streeet in the City of Binghamton.

Broome County - The Town of Dickinson, as lead agency has determined that the proposed Rezoning of properties located on Glenwood Road and the surrounding area from a Residential( R-M) District to a Residential (R-1) District will not have a significant adverse environmental impact. The project is located in the Town of Dickinson.

Tioga County - The Village of Lansing Planning Board, as lead agency has determined that the proposed Pyramid Mall expansion will not have a significant adverse environmental impact. The action involves the expansion of the existing mall to a total of 750,000 square feet gross leaseable area. The project is located at 40 Catherwood Road, Ithaca.
