|Annual Consent Order Meeting|
The New York City Department of Sanitation (DOS) will hold its annual public meeting on Thursday, February 17, 2000 from 7:00 to 9:00 p.m. at Intermediate School No. 72 located at 33 Ferndale Avenue in Staten Island, NY. The meeting will provide information on the following:
This year's meeting will outline the City's short-term waste diversion contracts that ensure that the Fresh Kills Landfill will close by December 31, 2001. In addition, DOS will provide information on supplemental leachate controls to be installed in closed landfill sections, closure activities at the landfill, and ongoing landfill operations governed by the 1990 Consent Order and applicable New York State Regulations.
Members of the public will have an opportunity to speak, and representatives of DOS will be available to answer questions.

Richmond County – The New York City Department of Design and Construction, as lead agency, has determined that the Bloomingdale Park Improvement Project, located in the eastern section of Bloomindale Park between Maguire Avenue to the west, Lenevar Avenue to the east, Ramona Avenue to the north, and Drumgoole Road West to the South, in Community District 3 of Staten Island, may have a significant environmental impact and a Draft Environmental Impact Statement will be prepared.
A Public Scoping Session will be held at 6:30 p.m. on Monday, February 28, 2000, at the Community Board 3 Hearing Room, 655-218 Rossville Avenue, Staten Island, NY, 10309. The Draft Scope is available for review from the contact person listed below. Written comments may be submitted to the contact person listed below until 5:00 p.m. on Thursday, March 9, 2000, and verbal and/or written comments may be submitted at the Public Scoping Session.
The project would be located on the 38-acre eastern section of Bloomingdale Park, a mapped City Park, at the location given above. Under the proposed project, DDC would construct 1 Little League baseball field, 1 softball field, 1 full-sized baseball field, 2 intermediate soccer fields, 2 tennis courts, 4 half-court basketball courts, 1 boccie court, 1 playground, one comfort station, and walking/biking paths in the eastern section of Bloomingdale Park. Implementation of the proposed project would require clearing up to 10 acres of woodlands and changes to site grading.

|Notice of Public Scoping Meeting|
New York County (Manhattan) - The New York City Board of Standards & Appeals, as lead agency, will hold a public scoping meeting on March 8, 2000 at 10:30 A.M., at 40 Rector Street (Hearing Room ‘E'- 6th Floor).
The proposed project (BSA Cal. No.: 180-95-BZ CEQR No.: 96-BSA-048M) is an application pursuant to Section 72-21 of the Zoning Resolution to (i) to allow the existing building, plus an additional story to be constructed on its roof, to be used for approximately 24 dwelling units, and to construct on the portion of the project site not in the historic district, a new 19-story structure, connected to the existing building by a one-story structure, which would contain 120 dwelling units, and (ii) construct below grade on the site a parking garage with 33 accessory parking spaces and 57 public parking spaces. The build year for the proposed project is 2002. This is a Type I action as the project site is adjacent to, and partially in the Tribeca North Historic District. The project is location at 256 West Street and 416/424 Washington Street, Block 218, Lots 20, 23, and 28, Community District 1, Manhattan (New York County)
The public is invited to provide testimony and to submit written comments relating to the Draft Scoping Document (DSD) dated January 26, 2000 at the end of the scoping session. The applicant has prepared the DSD to begin the process of preparing the Supplemental Draft Environmental Impact Statement for the proposed residential project. This proposal replaces the applicant's previous proposal for a hotel use on the same site.
