Project Description:
The Department has drafted an Air State Facility (ASF) Permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and made a tentative determination to approve this application for a modification to the operation of the Valeo Inc., Engine Cooling Truck Division located at 2258 Allen Street in the Town of Ellicott. The facility manufactures radiators and charge air coolers for the heavy truck industry. A previous permit which authorized construction and operation of a new process line is being modified. This modified permit is for the operation of the second NOCOLOK line, the fourth ABAR furnace, the third epoxy cure/heat treat oven, and VOC emissions from the operation of tube and fin mills which support the above equipment. This permit also contains a variance from the volatile organic compound reasonably available control technology (VOC RACT) requirements of 6 NYCRR 212.10, which requires an eighty one percent reduction in VOC emissions in the tube and fin mills located in the Aluminum and Copper/ Brass production areas. The variance for a sixty five percent reduction in VOC emissions has been approved by the Department and will be submitted to the Environmental Protection Agency for a final decision. In December 1998 Valeo's actual emissions for volatile organic compounds exceeded fifty tons a year (TPY). The requirements of (VOC RACT) in 6 NYCRR Part 212.10 are applicable to sources which have the potential to emit is greater than fifty TPY. A Title V Air Facility Permit application has also been submitted and the draft Title V permit will be subject to a future public notice. The application and draft ASF permit are available for review at the Region 9 office.

Project Description:
The Department has prepared a draft permit and made a tentative determination to approve the discharge of 600 gpd of treated sanitary waste from an apartment building. The septic tank/sand filter system replaces a failing system at this location. The facility is located south of Old Tonawanda Creek Road and west of East Canal Road.
