Project Description:
 The Department has drafted an initial permit pursuant to Article 19 (Air Pollution Control) of the Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility located at 7740 West Street, Lowville, NY 13367 which manufactures coded paper and leather for book covers. The facility consists of Emission Units 0-00001, 0-00002, 0-00003 and 0-00004. The emissions associated with the above referenced units are Volatile Organic Compounds, Sulfur Dioxide and Hazardous Air Pollutants. In accordance with 6 NYCRR Part 621.5(d)(9) and 201-6.4(c) the Administrator of the United States Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201. After the Public Comment Period, the USEPA will be provided a proposed permit and will have an additional 45 day period for review. If USEPA does not raise any objection, the Department will issue the permit. The application and Draft Title V Facility Permit are available for review in the Region 6 NYSDEC Office in Watertown, NY.

Project Description:
 This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at 655 Ellsworth Road, Rome, NY 13440 which produces steam for heat for Emission Units U-0029A and U-0029B. This permit includes federally enforceable conditions to limit SO2 and NOx considered to "cap" emissions below the applicable threshold level set forth in 6 NYCRR Parts 201, 227 and 231. This notice also is to establish the creation of 35.6 tons of NOx ERC's by the shutdown of boilers #1 and #4. The draft permit with conditions is available for review in the Region 6 NYSDEC Office in Watertown, NY.
