Project Description:
 the applicant proposes to install a 2.7 mile long, 16" natural gas pipeline from an existing Tennessee Gas Pipeline source at Cedar Hills Sales Meter Station on Weisheit Road to a Niagara Mohawk steam plant off Route 144. The project will involve disturbance to 1.26 acres of federal wetlands, which will be handled by the Army Corps of Engineers under a Section 404, Nationwide #12 permit. The route of the pipeline will follow an existing pipeline west for .11 miles, turn north following the NYS Thruway for 1.28 milies, then turn east following an existing NiMo powerline for 1.09 miles. Located in Bethlehem (T), Albany Co.

Project Description:
 The applicant proposes to construct an approximately 30' by 60' pond with a 10' wide by 1' high berm. At least the perimeter of the pond will be outside of the wetland. A wetland mitigation area equal in size to the foot print of the berm will be created adjacent to the existing wetland. The applicant also proposes to construct a 22 ft by 28 ft garage to be attached to his existing house, in the adjacent area of the wetland. The project is located at the applicants property, 62 Brown Road in the Town of Chatham, Columba County.

 The applicant proposes to construct a 60' x 8' x 8' clay lined lagoon for the seasonal storage of domestic septage. Septage will be stored in this lagoon from November through March, at which time the lagoon will be pumped out and the septage taken to the Grand Gorge Sewage Treatment Plant. Project Description:
 The Department has received a Title V application from Troy Sand and Gravel Company, Inc., West Sand Lake Plant on Route 43, Town of West Sand Lake, Rensselaer County. The facility is presently a sand and gravel and rock crushing plant which produces gravel, sand and crushed stone. The applicant has proposed installing a cold and polymer asphalt plant and a batch hot mix asphalt plant on the site, utilizing the current stone and gravel operations in order to make asphalt. The facility has proposed limiting the potential to emit of Oxides of Nitrogen emissions through enforceable permit conditions which will cap NOx emissions below the 100 TPY threshold for NOx RACT. By accepting this limitation, the facility will not be subject to NOx RACT provisions of 6NYCRR Part 212.10. This facility proposal does not cross the 6NYCRR Part 231 thresholds and NSR is not required. Comments will be received for 30 days from the date of this notice.
