Steuben County - The Town of Erwin Planning Board as lead agency has determined that the proposed Retail Shopping Center will not have a significant adverse impact on the environment. The project consists of the proposed demolition of a 3,800 square foot one story office building and the construction of a shopping center of up to 350,000 square feet which includes the construction of a 155,000 square foot Super Wal-Mart Store. The project is located in the Town of Erwin.

Project Description: The Savings Bank of the Finger Lakes has entered into a voluntary cleanup agreement to remediate this property acquired through bankruptcy/foreclosure proceedings in 1989. The cleanup agreement includes soil removal, groundwater treatment, deed restrictions, and long-term groundwater monitoring to address soil and groundwater contamination caused by past releases of dry cleaning solvents. Soil and groundwater impacts are largely restricted to the north-central part of the site; soils are primarily impacted by petroleum-based Stoddard solvents whereas the groundwater is primarily impacted by the chlorinated solvents: tetrachloroethene and trichloroethene. Removal of contaminated soil will mitigate the primary source of groundwater contamination and installation of a subsurface reactive iron wall will treat residual chlorinated groundwater contaminants in place. Implementation of these remedies coupled with deed restrictions (no building or soil disturbance in the contaminated area), future use (commercial only), the lack of exposure (soil or asphalt cap), and long-term monitoring are expected to eliminate any current or future threat to the environment or public health.
Comment Period: The project work plan is available for review at the locations below. Written comments on this action will be accepted for 30 days following the date of this notice. Written comments expressing objection or opposition to the project must explain the basis of that opposition and identify the specific grounds which could lead the department to impose significant changes to the work plan. No formal response is made to comments received, but, as a result of comments the Department may re-evaluate and make revisions to the work plan.
