The action involves the adoption of Local Law No. 4 - Wireline Telecommunications System Law and Local Law No. 5 Wireless Telecommunication Facilities Siting Law. Madison County- The New York State Department of Environmental Conservation as lead agency has determinated that the Adoption of Nelson Swamp Unique Area Stewardship Management Plan will not have a significant adverse environmental impact. The action involves setting forth the proposed goals, objectives, management actions and associated costs for 831 acres of state land in west-central Madison County. The goals and objectives are intended to establish a program of perpetual protection of the areas unique natural resources, including a number of rare and endangered species, while at the same time accommodating compatible public uses.
General management activities planned for the area include: boundary line surveys and maintenance, a vegetation inventory, grassland mowing, monitoring the conditions and use impacts of fragile sites, cooperative research pertaining to the ecology and protection of rare and endangered species, provision of law enforcement and fire suppression, design and production of a visitors guide, posting of informational signage at trailhead locations and organizing annual information and education events to discuss unique area management.
Specific activities include the construction of an interpretive trail designed for public education, construction of a six car and one school bus parking lot to support the interpretive trail, construction of a three car parking pad on Lyon Road, stocking of Chittenango Creek with 1,000 brown trout, continued maintenance and construction of the Nelson Swamp section of the Madison County Link Trail, rerouting of an existing snowmobile trail and the acquisition of private lands within the project boundary. Nelson Swamp Unique Area is located in the Townships of Cazenovia, Fenner and Nelson, approximately 20 miles southeast of Syracuse and 13 miles southwest of Oneida.
