Project Description:
Air State Facility application for existing operations at the Rochester Asphalt Materials Inc, Penfield Plant, located at 746 Whalen Road in the Town of Penfield, Monroe County. It includes a request to cap facility potentials to emit carbon monoxide (CO), sulfur dioxide (SO2), oxides of nitrogen (NOX), and volatile organic compounds (VOC), to below applicable thresholds of: 6 NYCRR Part 201-6 (Title V) for Major Stationary Sources; and 6 NYCRR Part 212.10 Reasonably Available Control Technology (RACT) for Major Facilities. To cap emissions, the applicant has agreed to Special Permit Conditions to limit annual asphalt production. Emission Unit U-P3001, a 3 ton batch plant, will be limited to 250,000 tons, and Emission Unit U-P4001, a 4 ton batch plant, will be limited to 335,000 tons. To verify compliance, the permittee will be required to maintain logs of monthly asphalt production, 12 month rolling totals of asphalt production, and calculations of annual emissions. Records are to be maintained for a minimum of five years, and must be made available with all supporting data to Department inspectors upon request. This facility previously accepted Special Permit Conditions to restrict NOX and VOC emissions to below 6 NYCRR Part 212 Reasonably Available Control Technology (RACT) thresholds, but these did not restrict CO and SO2 to below Part 201-6 thresholds. The production limits indicated above will keep facility emissions below the Part 201-6 (Title V) and Part 212 thresholds of 100 tons per year each for CO, SO2, and NOX, and 50 tons per year for VOC. The application and Draft Permit can be reviewed at the Region 8 NYSDEC office. Comments will be received until the date indicated in this notice, and should refer to ID # 8-2642-00029/00011.

Project Description:
The applicant proposes to develop a 159 lot residential subdivision. The project site is south of Lehigh Station Rd., west of Clover St. and north of the NYS Thruway. Site preparation will disturb +/-32,000 Sq.Ft. of wetland PT-19 adjacent area. The wetland acreage has been reviewed and verified at 10.9 acres. The Regulated Wetland Map for Monroe Co. will be amended and this area will eventually be removed from the regulatory map. The project plans have been revised to minimize to the extent possible, loss, and/or impairment to the adjacent area. A "pocket" wetland system will be built to mitigate impacts to the adjacent area, and to provide a stormwater catchment basin.
