 THE NYSDEC HAS RECEIVED AN APPLICATION FROM CANAL EMIRATE POWER INTERNATIONAL FOR AN AIR STATE FACILITY PERMIT FOR MODIFICATION AND OPERATION OF THE FORMER BINGHAMTON COGENERATION FACILITY LOCATED AT 22 CHARLES STREET, BINGHAMTON, NY 13905. THE PROPOSED MODIFICATION CONSISTS OF THE INSTALLATION OF A GE LM-5000 GAS TURBINE PRIMARILY FIRED BY NATURAL GAS, WITH LOW SULFUR DISTILLATE OIL AS A BACKUP FUEL. THE GAS TURBINE WILL BE USED TO PRODUCE UP TO 45 MW OF ELECTRICAL POWER IN A COMBINED CYCLE SYSTEM. THE PLANT WILL BE USED TO PROVIDE ELECTRICITY TO THE POWER GRID DURING PERIODS OF PEAK DEMAND. THE FACILITY ALSO INCLUDES AN EXISTING BACKUP STEAM BOILER. NYSDEC HAS TENTATIVELY APPROVED THIS APPLICATION AND HAS PREPARED A DRAFT AIR STATE FACILITY PERMIT LIMITING NOx, CO AND SO2 EMISSIONS BELOW MAJOR SOURCE THRESHOLDS CONTAINED IN 6 NYCRR PART 201-6. THE APPLICATION AND DRAFT PERMIT ARE AVAILABLE FOR REVIEW AT THE NYSDEC REGION 7 CORTLAND OFFICE.

 The applicant proposes a 112 boat slip marina, "Twin Oaks Marina", to be excavated on the east side of Cayuga Lake, from a triangular piece of land, north of the appliant's campground, which is bounded on all sides by abandoned railroad embankments. The marina will have a connection to the Lake via the mouth of Macintosh Creek. The mouth of the Creek is to be relocated approximately 115 feet north of its original location. Approximately 270 to 420 cy of dredged material is to be removed from the former mouth of the Creek; approximately 390 cy to be excavated to relocate mouth of Creek; 230 feet of steel bulkhead for the relocated Creek bed; & approximately 220 cy to be filled in former Creek bed. The site is located on Lake Road, north of Twin Oaks Campground, Town of Springport.
