Project Description:
 This is a Notice of Complete Application and a Notice of Non-Applicability of 6 NYCRR Part 231, New Source Review in Non-attainment Areas, and 6 NYCRR Subpart 201-6, Title V Facility Permits. The Department has received a complete application from Salerno Plastics Corp for an air state facility permit to operate an existing polyethylene plastic bag manufacturing facility located on Gus Lapham Lane in the Town of Plattsburgh, Clinton County. The Department intends to put federally enforceable conditions on this permit to limit facility-wide VOC and HAP emissions to below the applicability thresholds of 6 NYCRR Part 231 New Source Review in Non-attainment Areas and 6NYCRR Subpart 201-6 Title V Facility Permits. These conditions will include the use of regenerative thermal oxidation technology, in conjunction with a permanent total enclosure, for an overall VOC removal efficiency of 98%. The permitted facility will be required to maintain records and data to verify compliance with the permit conditions and limits. The application the Region 5 offices in Ray Brook and Warrensburg. Project Description:
 As the result of the Environmental Benefit Permit Strategy SPDES permit renewal process the Department has drafted a modified permit for the existing wastewater discharge at Finch Pruyn's Glens Falls facility. The draft permit contains additional effluent limits for fifteen chlorinated compounds as required by 40 CFR 430.53. Also included in the draft permit are stormwater outfalls 022 to 042 that had been previously cover- ed by the general stormwater permit. Additional changes to specific parameters have also been made. The effluent limits for BOD5 and TSS have been adjusted to reflect production levels. The effluent limit for Zinc has been lowered from 23.5 lbs/day to 20.9 lbs/day. The compliance level for Copper has been lowered from 4.8 lbs/day to 3.4 lbs/day. The water quality based effluent limit for amenable Cyanide has been modified from 10.3 lbs/day to 15.5 lbs/day. A water quality effluent limit of 3.6 lbs/ day for total phenolics has replaced the action level of 7.8 lbs/day. Action levels for Sulfate and Chloroform have been removed. Monitoring for Chloroform is required during internal testing of outfall 008A. The action level for Nickel has been changed from 21.3 lbs/day to monitoring only. Monitoring for Molybdenum,Titanium and Methanol has been added. Action levels for Aluminum and Iron have been added. Monitoring frequencies for AOX and the 15 chlorinated compounds from the "cluster rule" are specified in 40 CFR 430.02(b). A temperature limit of 110 de- grees F has been added for outfall 011.
