 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility located at 1250 Metropolitan Ave., Brooklyn. Reliable Poly Packaging Co., Inc. is engaged in the flexographic printing of plastic substrates. The facility utilizes three six-color, one four-color and one eight-color printing presses for their production. VOC emissions are processed through two natural gas-fired catalytic-fume incinerators. The Title V permit contains a complete listing of the applicable Federal, State and compliance monitoring requirements for the facility, its emission units and its emission points. In accordance with 6NYCRR Parts 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Evironmental Protection Agency (USEPA) has the authority to bar issuance of any Title 5 Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6NYCRR Part 201.

 The department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Conservation Law (ECL) and Title V of the Federal Clean Air Act Amendments and made a tentative determination to approve this application for the applicant's existing facility. St. John's University, located at 81-50 Utopia Pkwy., Queens, operates eleven dual-fueled (natural gas/no. 2 oil) boilers at their facility located in Jamaica, NY. The boilers, ranging in maximum design heat input capacities from 7.7 mmBTU/hr to 20.66 mmBTU/hr, generate steam that is utilized for space heating. The University also operates a gasoline dispensing site which is subject to the registration and record keeping requirements of 6NYCRR 230. In accordance with 6NYCRR 201-6, St. John's University submitted an application to the NYSDEC for a Title V facility permit to replace their valid certificates to operate. The draft Title V permit, submitted to the Environmental Notice Bulletin on August 25, 1999, to initiate a 30-day public review and comment period, included a cap on NOx emissions at 18 tons per year and a request for the establishment of emission reduction credits (ERCs) in accordance with 6NYCRR 231-2.12 for 35.5 tons of NOx, resulting from the conversion of the eleven boilers from No. 6 fuel oil fired to natural gas/No. 2 fuel oil fired. Based on comments received from St. John's University during the public review period, the NOx emissions cap on the eleven boilers was increased to 25 tons and the ERCs request was decreased to 28.5 tons. In accordance with 6NYCRR Part 621(d)(9) and 201-6.4(c), the Administrator of the U.S. Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the CAA or 6NYCRR Part 201.

Project Description:
 The applicant proposes to temporarily install and operate three wellpoints each equipped with a 200 gallons per minute pump to lower the water table to facilitate the construction for installation of junction boxes, catch basins, and manholes for utilities at Taxilane SB. The wells will operate twenty-four hours per day, five days per week, pumping approximately 864,000 gallons per day of groundwater for a duration of approximately ninety days. The discharged groundwater will be directed to an adjacent storm sewer then to a SPDES monitored outfall No. 010, ultimately to Jamaica Bay. The project is located on the premises of JFK International Airport, County of Queens.
