 THE DEPARTMENT HAS DRAFTED A PERMIT PURSUANT TO ARTICLE 19(AIR POLLUTION CONTROL) OF THE NYS ENVIRONMENTAL CONSERVATION LAW(ECL) AND TITLE V OF THE FEDERAL CLEAN AIR ACT AMENDMENTS, AND MADE A TENTATIVE DETERMINATION TO APPROVE THIS APPLICATION FOR AN EXISTING SEWAGE TREATMENT PLANT LOCATED ON MERRICK ROAD AND CEDAR CREEK PARK,WANTAGH,TOWN OF HEMPSTEAD. THE FACILITY IS A 72 MILLION GALLON PER DAY SEWAGE TREATMENT PLANT WHICH SERVICES PORTIONS OF NASSAU COUNTY.THE PLANT OPERATES FIVE 3000 KW ENGINE GENERATORS WHICH CAN BURN NATURAL GAS,DIGESTER GAS OR FUEL OIL. THE ENGINES ARE USED TO PROVIDE POWER INTERNALLY TO THE UNIT PROCESSES AND EQUIPMENT SUCH AS AERATION TANK BLOWERS AND MAIN SEWAGE PUMPS. THE PLANT OPERATES 4 BOILERS RATED AT 29.95 MILLION BTU PER HOUR EACH TO PRODUCE HOT WATER FOR CENTRAL CHILLERS AND SPACE HEATERS. THE PLANT EMPLOYS 8 SCRUBBERS TO CONTROL ODORS FROM PROCESS OPERATIONS.IN ACCOR- DANCE WITH 6NYCRR PARTS 621.5(D)AND201-6.4(C),THE ADMINISTRATOR OF USEPA HAS THE AUTHORITY TO BAR ISSUANCE OF A TITLE V FACILITY PERMIT IF IT IS DETERMINED NOT TO BE IN COMPLIANCE WITH APPLICABLE REQUIREMENTS OF THE CLEAN AIR ACT OR 6NYCRR PART 201.DRAFT PERMIT AVAILABLE REGION 1 OFFICE.

Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and made a tentative decision to approve this application for the applicant's exisitng facility. The facility maufactures plastic products the forming and molding of which is exempt under 6NYCRR Part 201-3.2. The manufacturing process involves spray painting and alcohol solvent washes which cause regulated emsissions. The permit will cap the emissions of VOC's and HAP's below 25 tons per year. Therefore the facility will be excluded from the Title V permitting requirements under the Clean Air Act Amendments & 6NYCRR Part 201. The emissions limits will be enforced by restrictions on paint/solvent usage and by the use of compliant coatings. The Department has prepared Federally enforceable draft permit conditions that limit emissions and require record keeping to document compliance. The facility is located at 215 Stonehinge Lane, Carle Place, Nassau County.
