Delaware County - Delaware County, as lead agency has determined that the proposed Co-Composting Proposal will not have a significant adverse environmental impact. The action involves the Delaware County Department of Public Works proposal to construct and operate a MSW / biosolids co-composting facility for purposes of recycling organic wastes, minimizing environmental impacts due to waste management activities, and maximizing the useful life of the existing Delaware County landfill. The Department proposes to contract out services for the design, permitting, construction, and start-up of the facility, with subsequent operation of the facility to be provided by Delaware County staff. The co-composting facility is to be owned by the County and located on the property of the Solid Waste Management Center, adjacent to the operating landfill. Input wastes will be limited to only Delaware County sources, with residual and reject non-compostable materials to be landfilled on site. Finished compost will be marketed in a way that is consistent with agricultural Whole Farm Planning guidelines, the Delaware County Action Plan for phosphorus controls, and in conformance with state and federal regulations.
