Project Description:
 The applicant has submitted a State Facility Permit application pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law (ECL)for the printing facility located at 28 Wasson Street, Buffalo, New York. The applicant has included compliance certifications that satisfy and exceed the Reasonably Available Control Technology (RACT) requirements for volatile organic compounds (VOC) emissions, as specified in 6NYCRR Part 234. FlexoTransparent is overcontrolling the VOC emissions and, thus, has reduced emissions and produced Emission Reduction Credits (ERCs). As such, under the provisions of 6NYCRR Part 231-2.12, the applicant has requested certification and registration of 42 tons per year (tpy) of VOC ERCs. FlexoTransparent has accepted permit conditions to maintain a greater degree of control than required by 6NYCRR Part 234 and to limit facility VOC emissions to 15 tpy. The Department has made a tentative determination to approve this application and has drafted a permit for the existing facility wide air emissions from the applicant's printing operations located at 28 Wasson Street, Buffalo, NY. The application and draft permit are available for review at the Department's Region 9 Office.

Project Description:
 In order to improve drainage and facilitate the development of Aero Drive Industrial Park, the applicant is proposing to clean and regrade an existing ditch approximately 195 feet long, from Scott Place in a northwesterly direction to Aero Creek, located within NYS Regulated Wetland LA-5. Storm water will be conveyed from Scott Place through the ditch and will eventually discharge into Aero Creek. The project is located at the northwest corner of Aero Drive and Scott Place in the Town of Cheektowaga, Erie County.

Project Description:
 The Department has drafted a permit pursuant to Article 19 (Air Pollution Control) of the NYS Environmental Conservation Law and Title V of the Federal Clean Air Act Amendments for the existing facility-wide air emissions from the SGL Carbon plant located at Packard Road and 47th Street in the City of Niagara Falls. SGL Carbon manufactures specialty carbon/graphite parts. The facility operates mills, mixers, extruders, sagger baking furnaces, graphite furnaces, and a pitch impregnation operation. Also included in the facility's operations are sand-cooling units, material handling and storage operations as well as product development/research and development activities. There are eight production emission units at the plant in addition to process heating operations. The facility operation is permitted primarily under the following regulations: 6NYCRR Part 201-6 - requires the facility to obtain a Title V operating permit; Part 212 - requires general process emission sources such as raw material handling operations, bake and rebake furnaces, pitch impregnation, carbon scrap recycling, and machining and finishing operations to install air emission control devices and Part 229 - requires environmental control in liquid pitch storage. The facility has already obtained a Reasonably Available Control Technology (RACT) variance which was subject to prior public notice in July 1999. In accordance with 6NYCRR Part 621.5(d)(9) and 201-6.4(c), the Administrator of the Environmental Protection Agency (USEPA) has the authority to bar issuance of any Title V Facility Permit if it is determined not to be in compliance with applicable requirements of the Clean Air Act or 6 NYCRR Part 201.
