Project Description:
 The NYSDEC has received an application from Fibertek Energy, LLC for modification to existing air pollution control permits for increased utilization of the Fibertek Energy plant located at 56 Industrial Drive, Syracuse, NY 13204. The potential increase in NOx emissions from the modification request is being offset by contemporaneous, internally generated Emission Reduction Credits (ERCs). The net change in potential NOx emissions will be zero tons. The facility will use 752 tons of NOx ERCs to offset the potential increase in NOx emissions. Therefore, the project is not subject to to review under 6 NYCRR Part 231-2. NYSDEC has tentatively approved this application and has prepared a draft permit modification for the facility. The application and draft permit are available for review at the NYSDEC Region 7 Syracuse office. Contact person is Robert Torba, 615 Erie Blvd, West, Syracuse, NY 13204. Project Description:
 Correction to 12/8/99 ENB Notice for the addition of SOx and VOC as follows: The New York State Department of Environmental Conservation (NYSDEC) has received a request to modify a permit to operate air contamination sources for Solvay Paperboard LLC for the purpose of restricting the potential to emit specific criteria pollutants including: nitrogen oxides (NOx), sulfur dioxide (SOx) and volatile organic compounds (VOC) from these emission sources, through (State & Federally) enforceable permit conditions & limits which will "cap" emissions at a level which is below the applicability threshold(s) as specified in one or more of the following regulations: 40 CFR 63 Subpart R, and Title V (40 CFR 70) of the Clean Air Act Amendments of 1990. Any facility meeting the requirements to "cap-out" of 40 CFR 70 and/or 40 CFR 63 Subpart R, will be subject to all other applicable requirements of 6 NYCRR and 40 CFR 63, Subchapter A. The applicant has agreed to permit conditions which will limit emissions of nitrogen oxides, sulfur dioxides and volatile organic compounds, through restrictions on one or more of the following: quantity of VOC containing compounds utilized, production throughput (quantity), and hours of operation (daily, weekly, monthly or annually). The permittee will be required to maintain records, and report this data to verify compliance with permit conditions and limits. The permit, with conditions, is available at Region 7 Headquarters.Comments will be received for 30 days from the date this notice is published. If no comments are received the modified permit(s) to operate will become final shortly after the last day for filing comments.
