 This Department has received a request to modify an existing permit and has drafted an Article 19 (Air Pollution Control) of the Environmental Conservation Law, an Air State Facility Permit, at the facility located at 1013 Barker Road, Dolgeville, NY 13329 which manufactures plastics products for Emission Unit 0-00013. This permit includes federally enforceable conditions to limit PM-10, Volatile Organic Compounds and Hazardous Air Pollutants considered to "cap" emissions below the applicable threshold level set forth in 6 NYCRR Part 201 and 212. The draft permit with conditions is available for review in the Region 6 NYS DEC Office in Watertown, NY.

 Place clean rock cobbles along approximately 138' of 2' to 3' high earthen bank located on the landward side of the existing L-shaped dock located in Freshwater Wetland F-4, a 25 acre Class II wetland located on Wellesley Island in the St. Lawrence River approximately .3 mile South of Westminster Park in the Town of Alexandria, Jefferson County.

Project Description:
 The applicant proposes to construct a pedestrian bridge 120' long x 6' wide over a portion of regulated Freshwater Wetland NO-51, a 17 acre Class II shrub swamp, for access to their facility from their proposed parking area. In addition, a roadway 200' x 12' wide will be constructed in the buffer area of the wetland to access a parking lot to be constructed outside the 100' buffer. The site is located three miles north of the hamlet of Osceola, approximately 1 mile east of Osceola Road on the north side of Comius Road.
